Lhasa, 20 Nov (Xinhua) -- Since the Eighteenth National Congress of the Communist Party of China, the party and the government have attached great importance to caring for sports work and promoting the reform and development of sports. The masses are more involved in sports activities and have a stronger sense of gain. Sports are not only the numbers on the gold medal list, but also closely related to a happy life.

Fitness for All: Written into the Report of the Eighteenth National Congress elevated to a national strategy

In 2012, "extensively carry out the national fitness campaign and promote the comprehensive development of mass sports and competitive sports" was written into the report of the Eighteenth National Congress of the Communist Party of China. In 2014, the State Council issued the Several Opinions on Accelerating the Development of the Sports Industry and Promoting Sports Consumption (hereinafter referred to as "Document No. 46"), and national fitness was elevated to a national strategy.

Without universal health, there can be no comprehensive well-off. In October 2016, the CPC Central Committee and the State Council issued the "Healthy China 2030" Planning Outline, proposing that promoting the construction of a healthy China is a national strategy to comprehensively improve the health quality of the Chinese nation and achieve the coordinated development of people's health and economy and society.

At present, the number of people who regularly participate in physical exercise in China has exceeded 400 million, and the proportion of urban and rural residents who have reached the "National Physical Fitness Measurement Standard" or above has reached more than 90 percent; 30 national, 204 first-level, 474 second-level and 1609 third-level social sports instructor training bases have been built, and about 650,000 social sports instructors at all levels have been trained. People have found that there are more fitness venues that can be used, the sports guidance around them is more scientific, and the fitness activities that can be engaged in are becoming more and more abundant.

Sports Industry: "Document No. 46" opens the engine under the epidemic

"Document No. 46" clearly states that by 2025, the total scale of the sports industry will exceed 5 trillion yuan. The development of the sports industry has thus entered the fast lane.

According to statistics, since the "13th Five-Year Plan", there have been three sports industry policies issued by only the General Office of the State Council, and the State General Administration of Sport and relevant departments have jointly issued 12 industrial plans for 10 sports projects. 31 provinces, autonomous regions and municipalities across the country have issued implementation opinions on the implementation of "Document No. 46" and the "Guiding Opinions on Accelerating the Development of the Fitness and Leisure Industry". In 2019, the General Office of the State Council issued the Outline for the Construction of a Sports Powerhouse, of which "accelerating the development of the sports industry and cultivating new momentum for economic development" is one of the strategic tasks.

According to reports, the growth rate of the total scale and added value of the sports industry during the "Thirteenth Five-Year Plan" period is much higher than the growth rate of GDP in the same period. The number of legal entities in China's sports industry increased from 116,000 in 2015 to 240,000 in 2018, and the number of employees increased from 3.63 million to 4.649 million.

According to this trend, more people will be able to realize the value of life by devoting themselves to sports in the future.

This year is the beginning of the "14th Five-Year Plan", and it also marks the sprint period of the total scale of the sports industry of 5 trillion yuan. Although the COVID-19 pandemic has hit the sports industry, policies have been introduced in various places to help companies tide over the difficulties. In the "14th Five-Year Plan" Sports Development Plan released a few days ago, the goal of "5 trillion yuan" has not changed, and it is also proposed that the added value of the sports industry will account for 2% of gdp, the total scale of residents' sports consumption will exceed 2.8 trillion yuan, and the number of employees will exceed 8 million.

School sports: deepen the integration of sports and education, and the golden period of sports education

The party and the government have always attached importance to school sports work. The "Outline for the Construction of a Strong Sports Country" regards the youth sports development promotion project as one of the major projects. In 2020, the Opinions on Deepening the Integration of Sports and Education and Promoting the Healthy Development of Adolescents and the Opinions on Comprehensively Strengthening and Improving School Sports Work in the New Era were issued successively. "100 points in the middle school entrance examination for physical education" landed in Yunnan, sports became the "main subject", and universities, primary and secondary schools around the world explored the mode of opening classes and ensured the time of sports activities in schools. With the implementation of the "double reduction" policy, sports have become the mainstream choice to make full use of the "extra time", and it has increasingly become the consensus of all walks of life to establish the educational concept of health first and open enough physical education classes. In the draft revision of the Sports Law recently submitted to the Standing Committee of the National People's Congress for deliberation, provisions such as "ensuring that physical education class hours are not occupied" and "not less than one hour of physical exercise in school" are also eye-catching.

In the training of young athletes, cultivating cultural and sports "double eugenics", promoting the organic integration of the youth competition system and the school competition system, and serving the Olympic selection of talents by high-level sports teams in colleges and universities are also the due meaning of the integration of sports and education. The "Guiding Opinions on Further Improving and Standardizing the Enrollment of High-level Sports Teams in Colleges and Universities" issued by the Ministry of Education, and the "Work Plan for U13 and U15 Competitions in Boys' Junior High Schools issued by the Chinese Football Association" issued by the Chinese Football Association all point to this direction.

Ice and snow sports: popularize mass sports to go to the Covenant of the Winter Olympics

In 2015, Beijing and Zhangjiakou successfully bid to host the 2022 Winter Olympics. This will be the first time that China has hosted the Winter Olympic Games, and it will also become an important opportunity for China to promote and develop ice and snow sports and promote the construction of a sports power.

The foundation of a sports powerhouse is in mass sports. In the past few years, the "Ice and Snow Sports Development Plan (2016-2025)", the "Implementation Outline of "Driving 300 Million People to Participate in Ice and Snow Sports" (2018-2022)" and "Opinions on Vigorously Developing Ice and Snow Sports with the 2022 Beijing Winter Olympics as an Opportunity" have been successively introduced, striving to popularize mass ice and snow sports and widely carry out youth ice and snow sports.

In the southwest mountain city, in the Loess Plateau, in the jiangnan water town... China's ice and snow sports are "expanding from the south to the west and expanding to the east", breaking the dilemma that ice and snow sports are difficult to enter Shanhaiguan. In the 2018-2019 ice and snow season, the number of ice and snow tourists in China reached 224 million person-times, and the scale output value reached 800 billion yuan, and the mass ice and snow market with ice and snow leisure tourism as the core is taking shape. The preparation process for the Beijing Winter Olympics has also reshaped people's sports habits and injected strong momentum into the sustainable development of the Olympic cause in China.
