In this regard, the Dandong Municipal Public Security Bureau attaches great importance to it, the main leaders take command, draw more than 200 police forces from various departments in the overall situation, set up an "8.18" special case group, and form 12 combat units to carry out a full-chain investigation of the illegal and criminal groups headed by the "Guoshi Brothers". During this period, the special case team took the "Guoshi Brothers" as the focus of the company as a business cover, organized the first batch of network collection operations, and arrested all 8 management personnel such as Guo X A and Guo X B in one fell swoop, breaking through the barriers of the "Guo Shi Brothers" illegal and criminal groups from top to bottom. At the same time, more than 100 criminal suspects who came to the case later were taken to arrest and try at the same time, confirming the relevant illegal and criminal facts of the "Guoshi Brothers" illegal and criminal group from the bottom up.

In order to comprehensively collect clues about the group's illegal crimes and dig deep into the remaining crimes, the special case team comprehensively sorted out the records of receiving alarms since the beginning of the development of the "Guoshi Brothers", and used the work measures of whistle-blowing and case collusion to continuously open up the battlefield of crackdown. At the same time, three announcements were issued to the public on the public collection of clues on the illegal and criminal activities of the Guoshi illegal and criminal group. After nearly three months of meticulous investigation, the special case team verified the illegal and criminal facts of a total of 18 types of criminal offenses committed by the "Guoshi Brothers" and other members, such as smuggling, illegal fishing, intentional injury causing death, major liability accidents, illegal detention, picking quarrels and provoking troubles, gathering crowds to fight, insurance fraud, extortion, and illegal business operations.

At present, 161 criminal suspects, including Guo X A and Guo X B, have been taken compulsory measures in accordance with the law, of which 21 have been arrested by the procuratorial organs in accordance with the law, and the case is being further investigated.
