Heilongjiang Province implements fishery development support policies and promotes the introduction of an implementation plan for the high-quality development of fisheries

In accordance with the requirements of the "Notice on Implementing Fishery Development Support Policies to Promote High-quality Development of Fisheries" jointly issued by the Ministries of Finance and Agriculture, and with the consent of the provincial government, the agricultural and financial departments of our province recently jointly issued the "Implementation Plan for The Implementation of Fishery Development Support Policies in Heilongjiang Province to Promote the High-quality Development of Fisheries (2021-2025)" (hereinafter referred to as the "Plan").

During the "14th Five-Year Plan" period, our province changed the traditional subsidy method in accordance with the national deployment, abolished the direct subsidy for oil prices of motorized fishing vessels, strengthened the role of provincial funds, focused on the key and weak links around the reality of the high-quality development of fisheries in our province, adhered to overall planning, distinguished between priorities and priorities, implemented in stages and steps, promoted the adjustment of the structure of the fishery industry structure and varieties, promoted the increase of aquatic product production and supply, and increased the income of fishermen.

The "Plan" makes it clear that the subsidy fund for fishery development mainly supports the construction of modern fishery equipment and facilities and the development of green circulation of fisheries, focusing on supporting the construction of facilities and equipment such as primary processing of aquatic products and refrigeration preservation, the standardization and transformation of concentrated inland aquaculture ponds, the treatment of aquaculture tailwater standards, and the allocation of intelligent water quality monitoring and environmental regulation systems. Other general transfer payment funds mainly support the green development of the aquaculture industry, the allocation and operation and maintenance of equipment such as fishing administration and law enforcement boat terminals, fishery informatization, aquatic product processing and circulation, and fishery resource conservation.

During the "14th Five-Year Plan" period, the agricultural and financial departments of our province will dynamically adjust the scale of funds in various places according to the results of the state's mid-term assessment of the implementation and effect of local policies and changes in the situation.
