At Beijing Daxing International Airport in the new season, an average of one flight passes overhead every minute. From the runway on the east side of the airport to the north, a Yongxing River meanders from east to west, and the river flows quietly. In the near future, a new bridge will be erected over the river, connecting the airport on the south side with a park on the north side. This park is the comprehensive bonded area of Beijing Daxing International Airport, which is under intensive construction a few days ago. This new bridge, which will be built soon, will also become an important part of the closed liaison road of "port" and "district" in the future and another witness to the coordinated development of Beijing and Hebei.
Statistics released by the General Administration of Customs show that the total import and export value of China's trade in goods in the first three quarters of this year was 28.33 trillion yuan, an increase of 22.7% year-on-year. In the same period, the import and export of China's comprehensive bonded zone was 4.08 trillion yuan, an increase of 26.3%, 3.6 percentage points higher than the overall growth rate. The role of the comprehensive free trade zone as a high-level open platform has been continuously enhanced. As the first comprehensive bonded zone built across provinces and regions in China, the Beijing Daxing International Airport Comprehensive Bonded Zone has attracted attention at home and abroad from the beginning.
At Bayonet No. 3 in the Comprehensive Free Trade Zone of Beijing Daxing International Airport, the 16 lanes that have been built are closely lined up. Above the bayonet, the bright red "Beijing Daxing International Airport Comprehensive Free Trade Zone" is particularly eye-catching. After the customs closure operation, it will be an important channel for transport vehicles in Hebei Province to enter the comprehensive insurance area. Next to the bayonet, a new 6-storey integrated business building has been completed. The first to third floors are the office space of the customs, and the remaining floors are provided to the management committee of the comprehensive insurance area and the operating company.
Xing Yongge, investment promotion director of Beijing Xinhangcheng Comprehensive Insurance Zone Investment and Operation Co., Ltd., introduced that daxing airport comprehensive insurance area, as the first demonstration project of cross-provincial and municipal construction, has three major advantages: Beijing-Hebei coordination, district-port linkage, and guandi integration. The planned area of Daxing Airport Comprehensive Insurance Zone is 4.35 square kilometers, which is divided into port functional area and bonded functional area. The port functional area is located within the red line of the airport, with an area of about 0.83 square kilometers; the bonded functional area is located outside the red line of the airport, on the north bank of the Yongxing River, with an area of about 3.52 square kilometers. Among the bonded functional zones, Beijing and Hebei each account for half of the planned land area, each with 1.76 square kilometers. With the goal of creating a comprehensive insurance zone with "the most effective supervision, the most convenient customs clearance, the most advanced facilities, the most scientific management, and the most intensive resources", we will explore the establishment of an integrated supervision model of "one system, one tally, one inspection, and one departure", create a benchmark for Beijing-Hebei cooperation, and build the comprehensive insurance zone into an international innovative resource element connection.
Zhang Xuebin, director of the Free Trade Comprehensive Insurance Promotion Department of the Langfang Linkong Economic Zone in Hebei Province, told reporters that the Hebei part of the comprehensive insurance area includes the comprehensive business building, the customs import and export business declaration hall, and the customs inspection center. At present, the application and acceptance scope of Beijing Daxing International Airport Comprehensive Free Trade Zone (Phase I) has fully completed the access, water, sewerage, electricity, communication, gas, heat and site leveling, reaching the requirements of "seven links and one level".
After the completion of the Beijing Daxing International Airport Comprehensive Free Trade Zone, it will focus on the development of modern logistics, international trade, bonded processing, bonded services and other aspects of business, start the construction of international pharmaceutical research and development incubators and other platform carriers, and develop new formats and models of cross-border e-commerce, digital economy and other service trade.
"In the future, the comprehensive insurance zone will be jointly operated by Beijing, Hebei and Capital Airport Group. Implement unified leadership, unified planning, unified standards, unified control, and unified assessment. According to the notification requirements issued by the General Administration of Customs, the comprehensive insurance area will be uniformly managed by Beijing Customs after the customs operation, which is also an innovation in the whole country. Zhang Xuebin said.
According to the plan, the Beijing Daxing International Airport Comprehensive Bonded Zone is positioned as the industrial driving engine of the Airport Economic Zone of Beijing Daxing International Airport, the pilot zone for the expansion and opening up of the service industry, the development leading area of China's airport-type comprehensive bonded zone, and the core node for Northeast Asia to participate in global trade.
In 2019, the Airport Economic Zone of Beijing Daxing International Airport was approved by the State Council. The core area covers an area of about 150 square kilometers, of which the Beijing part is about 50 square kilometers and the Hebei part is about 100 square kilometers, and the three major groups of air logistics area, science and technology innovation area and service guarantee area are planned.
In the future, this linkong economic zone will make full use of the advantages of the new power source of national development of Beijing Daxing International Airport, give play to the role of a hub node connecting domestic and international double circulation, release the policy dividends of the national service industry to expand and open the comprehensive demonstration zone and the free trade pilot zone to the greatest extent, realize the coupling development of the "three zones" of the linkong economic zone, the free trade pilot zone and the comprehensive bonded zone, based on the new development stage, continue to build a demonstration area, a pioneer zone, and a new highland of openness that integrates services into the construction of a new development pattern. Promote the strategic growth pole of high-quality development, the first choice for global talent innovation and entrepreneurship, and build a high-level open platform for the coordinated development of Beijing,Tianjin and Hebei.
"After the Beijing Daxing International Airport Comprehensive Free Trade Zone is put into operation, it will effectively facilitate the use of corresponding space and policy advantages in Beijing and Hebei, and drive the better economic development of Beijing and Hebei." Zhang Xuebin said.
From Checkpoint 3 to the west, a 3-kilometer-long and 40-meter-wide Qiansi Road leads directly to Checkpoint 4 in the Comprehensive Insurance District, which will be one of the entry channels for cargo transport vehicles in Beijing. As a joint construction project between the two places, the Beijing and Hebei sections of Qiansi Road were completed simultaneously in June this year, thus becoming the main artery connecting Beijing-Hebei logistics and transportation in the beijing Daxing International Airport Comprehensive Free Trade Zone in the future.
Not far from Bayonet No. 4 is the construction site of the public library project in the comprehensive insurance area. Here, the main building of the No. 1 to No. 4 public warehouses in the Beijing area has been completed, and the construction of peripheral supporting facilities is underway, and green building material transport vehicles shuttle next to the project from time to time.
Xing Yongge told reporters that the four public libraries in the Beijing area are expected to be completed within this year. Xing Yongge particularly stressed that after these bonded public warehouses are all completed, they will have the function of first-class cargo stations. Compared with the relatively independent pattern of most airport bonded functional areas and port functional areas, the comprehensive bonded area of Beijing Daxing International Airport places the function of the first-level cargo station of the airport port in front of the bonded functional area, which can greatly optimize the business process and freight flow line, speed up customs clearance, and improve operational efficiency. This will also become an important part of the efficient customs clearance supervision model of the Comprehensive Free Trade Zone of Beijing Daxing International Airport.
During the year, a 1.6-kilometer-long "port" and "district" liaison channel is also expected to start construction. In the future, goods landing from the airport will quickly enter the comprehensive insurance zone through this channel, so as to realize the seamless connection between the bonded functional area and the port functional area. "After completion, the integration of the two functional areas in one system will speed up the circulation of goods, save at least 1 hour of time for enterprises, and create the highest customs clearance efficiency in China." Xing Yongge said.
On November 5, Beijing Daxing International Airport Comprehensive Free Trade Zone officially celebrated the first anniversary of approval. Recently, the establishment of daxing airport comprehensive insurance zone platform company jointly funded by Beijing Xinhangcheng Holdings Co., Ltd., Hebei Linkong Group and Capital Airport Linkong Development Group has been completed. The company has set up a governance structure such as the board of directors, the board of supervisors, and the management of the company, as the main body of operation of the comprehensive insurance zone, responsible for operation management, service guarantee, platform service, industrial promotion and resource integration, etc., in order to co-build, co-manage and share, and provide necessary support for promoting the implementation of the Beijing-Tianjin-Hebei coordinated development strategy, realizing the integrated development of the economy of the comprehensive insurance zone and the airport economy and the smooth closure and operation. "Platform companies have focused on breaking the restrictions of administrative divisions, overcoming the impact of the new crown epidemic, and initially achieving results in exploring new paths and models of coordinated development."
