It is reported that at 1:16 on April 26 this year, the workers of the enterprise accidentally overturned the glue during the delivery of finished phenolic glue using forklifts, so that the glue leaked into the rainwater pipe network of the park, and the final leakage amount was 0.3 tons, and the leakage point was located near the intersection of Kelun Avenue and Shengye Road in the furnace field block of the industrial park, and the water pollution caused by sudden environmental events occurred. After monitoring, the volatile phenol concentration in the total rainwater discharge outlet of the furnace field block of the industrial park is 13.5mg/L, which is significantly different from the volatile phenol ≤ 0.005mg/L in the Class III water quality standard of the Surface Water Environmental Quality Standard (GB3838-2002), so the ecological and environmental damage of surface water can be determined.
After the incident, Zhejiang Dingdian Industry and Trade Co., Ltd. immediately took emergency measures on the spot and took the initiative to report the specific situation to the Lishui Municipal Bureau of Ecology and Environment.

In accordance with relevant laws and regulations, the Longquan Branch of the Lishui Municipal Bureau of Ecology and Environment negotiated with the enterprise on the amount of compensation for ecological and environmental damages, the implementation method, the completion period and other issues, and finally reached an agreement and signed it.
The Civil Code of the People's Republic of China came into force on 1 January 2021, which also clarifies the compensation for ecological and environmental damage.
