The "Five-Year Action Plan for the Revitalization of Rural Talents in Jian'an District, Xuchang City" was promulgated, relying on the "Xuchang Talents Plan" and "Jian'an Talents Four Major Projects", focusing on the development of rural characteristic industries, and actively introducing innovative and entrepreneurial talents (teams) with technologies and projects in agriculture. This year, with the Chinese Academy of Sciences, the Provincial Academy of Agricultural Sciences, Zhengzhou University, Henan Agricultural University and other universities to cooperate, the introduction of 6 agricultural teams, in China Henan Talent Attraction Innovation and Development Conference Xuchang Special Session and the Second Central Plains Talent Development Environment Summit Forum, our district has 3 innovation and entrepreneurship teams on the stage to sign a contract, 3 teams to participate in the results of the display, the number of the city's first. Do a good job in inviting business and high-level talent registration, invite Academician Luo Xiwen, Zhang Jinxia and other 8 professors to complete the registration of high-level talents, cultivate more than 100 researchers in related industries and train more than 500 technical personnel through passing on and helping, and form a talent introduction system of "industry experts + technical instructors + practitioners".

The second is to create conditions to support migrant workers and young talents to return to their hometowns to start businesses.

Carry out platforms such as entrepreneurship incubation demonstration bases and demonstration parks for migrant workers returning to their hometowns to create and establish typical entrepreneurial activities, guide more returned migrant workers and returned college students to start businesses, and achieve "mass entrepreneurship and innovation". In recent years, a total of 1,137 entrepreneurial guarantee loans have been issued, totaling 162.62 million yuan, of which 867 guaranteed loans have been issued for returned migrant workers, with 118.28 million yuan, and more than 1,800 people have used entrepreneurial guarantee loans for entrepreneurial project incubation, driving employment of more than 5,500 people. Created 3 provincial and municipal demonstration parks for migrant workers to return to their hometowns to start a business, cultivated 5 full-employment communities in the city, and awarded 5 municipal "entrepreneurship stars". Xuchang Youjia Grain Agricultural Products Development Co., Ltd. was identified as a provincial-level demonstration project for migrant workers returning to their hometowns to start a business. Actively guide young talents to return to their hometowns to start businesses and innovate and participate in the activities of the homecoming entrepreneurship competition, 5 entrepreneurs in our district won the honorary title of Xuchang City Migrant Workers Returning to Their Hometown Entrepreneurship Star, and 6 enterprises won awards in the Homecoming Entrepreneurship Competition. Among them, Li Ya, an employee of Henan Sandian Yihao Testing Technology Co., Ltd., won the title of National Outstanding Migrant Worker in 2020, and Youjia Grain and Agriculture Company won the third prize in the 2021 "Fenggui Zhongyuan" Homecoming Entrepreneurship Competition in Henan Province.

The third is to innovate the mechanism and send young cadres of government organs to the grass-roots level for training.

51 rural community party committees have been set up, and 153 outstanding cadres with ability and vigor have been selected from district-level units and townships to serve as party committee secretaries and deputy secretaries of rural communities, and through joint construction of organizations, joint grasp of governance, joint revitalization of industries, joint education of talents, and joint creation of culture, we have promoted the flow of cadres to the grass-roots level, the sinking of resources to the grass-roots level, and the cohesion of strength at the grass-roots level.

The fourth is to take multiple measures at the same time to guide all kinds of outstanding talents to gather in the countryside.

Support the import of rural talents, recruit 34 "three branches and one support", 121 "special teachers", broaden the career development space of grass-roots talents, give preferential policies to rural professional and technical personnel in the evaluation of professional titles, open a "green channel", in the past three years, in line with the declaration of teachers green channel 2 people, direct evaluation of 216 middle and senior people, assessment and identification of 14 people, effectively enhance the enthusiasm of public service talents. 45 employment and internship bases for college graduates were identified, and subsidies of 540,000 yuan were issued, which played a role in promoting the retention of services for college graduates and the return to their hometowns to start a business.

Second, three-dimensional cultivation, build a platform, and enhance the endogenous power of rural talent revitalization

The first is to integrate resources and polish the brand of Yangshuicai Cadre School.

In conjunction with Henan Agricultural University, we have compiled training materials, established a teaching pool of more than 90 experts and professors and urban leading cadres for rural revitalization projects, identified 28 high-quality on-site teaching points on 6 routes, combined classroom teaching with practical teaching, and carried out 3 training sessions for different objects such as village (community) party organization secretaries, rural community party secretaries, deputy secretaries, responsible persons of modern farms and community factories, and local talents, totaling 615 people.

The second is to create a base and continue to play the role of Star Creation Heaven and Earth.

Invest in the construction of century Xiangxing Tiandi and provincial Xingchuang Tiandi of agricultural science and technology industry that integrate scientific and technological demonstration, technology integration, achievement transformation, financing incubation, innovation and entrepreneurship, and platform services, and pass the identification of the Ministry of Science and Technology of the People's Republic of China and the Provincial Department of Science and Technology. At present, there are 4 science popularization bases such as the national rural innovation and entrepreneurship training incubation base, and 6 scientific research and practice bases of colleges and universities such as Henan Agricultural University and Shanxi Agricultural University. Through the implementation of the model of "company + farmer cooperative + base + (college students, returned migrant workers, professional farmers, etc.) innovation and entrepreneurship subjects", free training, observation and internship, help guidance, tracking services, guidance and tracking services are carried out, and 38 rural skills training sessions are carried out, 1300 people are trained, and 26 enterprises are successfully incubated.

The third is the "four-in-one" and vigorously cultivate the backbone of rural revitalization.

Explore the "four-in-one" cultivation system of education and training, evaluation management, policy support, and follow-up services, study and formulate the "Implementation Plan for the Cultivation of High-quality Farmers in Jian'an District in 2021", by the end of last year, a total of 3834 new professional farmers have been trained, and this year it is planned to arrange 180 high-quality farmers with management and management, and 247 high-quality farmers with professional production and skilled service to train, and accelerate the training of a group of high-quality farmers urgently needed for the development of agricultural industry and rural construction in Jian'an District.
