Zheng Qian suggested that in the process of formulating specific policies, relevant departments should first do a good job of in-depth and meticulous preliminary research, fully listen to the opinions of private enterprises, find out the situation, find out the crux of the restriction on the development of private enterprises, and then formulate policies and measures that can solve practical problems, and strengthen implementation, so that specific and detailed policies and measures are truly implemented.

The tax burden on private enterprises should be reduced. In recent years, private enterprises are facing the gradual increase in employee wages and the pressure of rising water, electricity, gas, raw materials and other expenses, operating costs have increased significantly, the burden has increased, and taxes and fees should be reduced to facilitate "light loading", accelerate development, and make more contributions to promoting the development of economic and social undertakings.

Solve the problem of financing difficulties and "expensive" financing for private enterprises as soon as possible, and increase financing support for private enterprises, especially small and medium-sized private enterprises. We should innovate financing models, lower the loan threshold, link bank performance appraisal with support for private enterprises, and solve the problems of "dare not lend" and "reluctance to lend".

In the work of environmental pollution prevention and control, scientific governance and precise policies should be implemented, and all private enterprises that meet environmental protection standards and meet the requirements should be allowed to produce, and should not engage in a simplified "one-size-fits-all" to avoid large-scale private enterprises in a state of suspension and semi-suspension.
