Thousands of people from all walks of life spontaneously came to send the last journey to this poverty alleviation fighter who sacrificed himself in the front line with tears.

Huang Bi, born in September 1967, joined the army in 1986, joined the party in 1990, and transferred to the Luocheng Organ Affairs Bureau in 1999. In 2014, due to his excellent annual assessment for three consecutive years, he was awarded the third class merit by the county party committee and government. In 2018, he took the initiative to ask to go to The Village of Jian'ai village, turned to the battlefield of poverty alleviation, and was evaluated as excellent for two consecutive years, and was promoted to the third-level chief section member in June this year.

On the evening of July 1, Huang Bi suddenly fainted on the way to visit a poor household, and was ineffectively rescued by medical staff, and died in the line of duty, forever fixing his life on the road of the final sprint of poverty alleviation.

I was a soldier and could carry it

Huang Bi lost his father before he was 10 years old and became dependent on his mother. He became a soldier at the age of 19, entered the military academy, became an armed policeman, and successively served as a platoon leader, a squadron leader, an instructor, and other positions, and dedicated the best of his youth to the military barracks.

After transferring to the local area, Huang Bi always maintained the true color of the military charging forward, and did not forget the original intention of the party members to bravely undertake the mission.

In 2018, Huang Bi actively responded to the call of the organization and served as a member of the poverty alleviation (rural revitalization) task force and the leader of the village-based task force in the village of Love Village, which is high in the mountains and far away and the conditions are difficult.

At that time, the village party branch had just undergone a change of term, and the village cadres were not familiar with the work. There is not a penny on the account of the village-level collective economy, and the development of the poverty alleviation industry is slow. There are still 48 households and 151 people in the village who have not been lifted out of poverty, and they are all "hard bones" that are difficult to gnaw.

"I was a soldier and I can carry it. Rest assured, I will resolutely obey the arrangement and guarantee the completion of the task! When the leader of the unit talked to Huang Bi and asked him if he had any difficulties, he learned that Huang Bi, who was about to rush to the battlefield of poverty alleviation, was still the same.

However, Huang Bi, who usually cooks a good dish at home and often rushes to do housework, still can't let go of his wife and children. "I'm here at home, you don't have to worry." Huang Bi was worried and told his family the news that he was about to be stationed in the village, and his wife Luo Liling immediately expressed her full support.

Without worries, in March of that year, Huang Bi packed his bags and ran to the new battlefield.

He did things cleanly and did what he said

When Huang Bi came to Jian'ai Village, there were still two poor families living in old houses and were unwilling to carry out dangerous house renovation.

"He does things cleanly and does what he says." Meng Lijie, secretary of the party branch of The Village of Love, said that when Huang Bi was stationed in the village, he specially chose the most difficult things to do and picked the most difficult "bones" to gnaw.

In Gankongtun, which is more than 4 kilometers away from the village committee of Jian'ai Village, because there is no road access, more than 10 villagers have moved out one after another, leaving only Meng Caiguang alone in the mountains. Before allowing the village cadres to grind hard bubbles and talk about breaking their mouths, Meng Caiguang was iron-hearted and unwilling to relocate.

In order to do the ideological work of Tongmeng Talents, Huang Bi took the initiative to come to the door many times, like treating his relatives, tirelessly publicizing policies, communicating feelings, understanding difficulties, and solving problems.

On June 18, 2019, after Huang Bi's repeated patient guidance, Meng Caiguang, who was like a monolith before, finally relaxed, agreed to relocate, and quickly moved into a new house with the help of cadres stationed in the village. Another poor household, Montaigne Yong, who lived in Nakutun, also quickly built a new house under the mobilization of Huang Bi.

As these two poor households moved to a new house, the whole village of Kanai also eliminated the dangerous houses.

Villagers must not only have stable housing, but also have industries to get rid of poverty. To this end, on the basis of consolidating the original "3+1" industries in the village, such as silkworms, high-quality rice, high-quality chickens, and fir trees, Huang Bi has further developed and expanded characteristic industries such as oil tea and artemisia annua, and tried every means to increase the income of villagers. At the same time, we actively won 500,000 yuan of interest-free loans for poverty alleviation, and actively matched powerful enterprises and adopted the method of entrusted operation to increase the collective economic income at the village level.

In the more than 2 years since Huang Bi was stationed in the village, 40 households and 128 people in the village have been lifted out of poverty, and the poor households have achieved 100% coverage of characteristic industries, and the incidence of poverty has dropped from 13.75% at the end of 2017 to 1.2%; Kong Qiantun has also completed the hardening of 1.2 kilometers of Tun-level roads, and built the Datun Cultural Room and the Datun Water Conservancy Drainage Channel.

There is a lot of road to achieving a well-off life, but I did not expect that there was less Brother Huang

In front of the village committee yard, a large yellow dog often wandered around, waiting for its owner to return. "This dog was 'abducted' by Huang Bi from the family of Meng Lianfu, a helper." The villagers said humorously.

Meng Lianfu's home is hundreds of meters away from the village committee, and the family has a big yellow dog. When Huang Bi first came to visit, the big yellow dog saw a stranger coming to the door and immediately rushed out and kept barking. Meng Lianfu recalled: "Huang Bi came to my house as soon as he had time, helped me to beat the grain, asked me what difficulties I had, and slowly, the dog also became acquainted with him." Under the mobilization of Huang Bi, Meng Lianfu and his two sons moved to the county town of Mulao's homeland, and Huang Bi became the new owner of the dog.

Meng Lianfu's youngest son, Meng Dongjiang, married his daughter-in-law in Du'an Yao Autonomous County, and the two children's hukou fell in Du'an, and this year when they reached the school age, they came up with the idea of moving their two children to Luocheng. After learning of the situation, Huang Bi ran around and got things done on May 21 this year. Meng Dongjiang said: "Brother Huang also said a few days ago that he wanted to help solve the child's minimum guarantee, but he didn't expect that people would be gone. ”

Villager Meng Quanxian, whose family has two children studying, was lifted out of poverty in 2018 by raising pigs and growing fir trees. Unexpectedly, the 8 piglets raised in early 2019 all died, and the fir trees did not reach the logging period, and life was in trouble. Huang Bi went to his door to do industrial planning for him, mobilized Meng Quanxian's wife to go out to work, and currently has an income of about 2700 yuan a month. At the same time, the village also arranged a public welfare position for Meng Quanxian at home, with a monthly salary of 1500 yuan. In addition, under the mobilization of cadres stationed in the village, Meng Quanxian also planted 5 acres of oil tea, 2 acres of mulberry trees, and raised more than 20 chickens, and the family's life gradually came out of the predicament.

At present, only 6 villagers in Kanai Village have not been lifted out of poverty. Looking at the countdown card on the battle map of poverty alleviation, Meng Yunhong, a member of the team stationed in the village, said sadly: "Our plan is to clear zero this year, and there are many on the road to achieving a well-off life, but I did not expect that there was less Brother Huang." ”

Take the "baton" and never win a complete victory and never collect troops

On July 3, Luocheng County held a mobilization meeting to study Comrade Huang Bi's advanced deeds. The meeting reported on the main deeds of Comrade Huang Bi before his death, read out the decision of the autonomous county party committee on learning from Comrade Huang Bi, and called on party organizations at all levels and the broad masses of party members throughout the county to learn from Huang Bi's political character of not forgetting his original intention and being loyal and responsible; practicing the purpose and caring for the masses; the fighting spirit of bravely shouldering heavy responsibilities and actively forging ahead; and the noble sentiment of being indifferent to fame and fortune and being willing to dedicate.

"The vast number of party members and cadres must take over Comrade Huang Bi's 'baton,' resolutely complete the task of lifting the entire county out of poverty and removing the hat, and never win a complete victory or collect troops." Lan Qizhang, secretary of the county party committee, said.
