On September 18, deepening cooperation between the central and local governments, integrating into the "Belt and Road", and helping the construction of radiation centers - the symposium on project cooperation between Yunnan Province and central enterprises was held in Kunming. Hao Peng, secretary of the party committee and director of the State-owned Assets Supervision and Administration Commission of the State Council, Ruan Chengfa, secretary of the Yunnan Provincial CPC Committee and director of the Standing Committee of the Provincial People's Congress, and Wang Yubo, deputy secretary of the Yunnan Provincial CPC Committee and governor of Yunnan Province, attended and spoke at the meeting. Zhang Zhaoxiang, deputy secretary of the party group and director of China State Construction Group, attended the meeting and signed the "Comprehensive Deepening Strategic Cooperation Agreement" with the People's Government of Yunnan Province on behalf of China State Construction Group.

At the meeting, Zong Guoying and Zhang Zhaoxiang, vice governors of Yunnan Province, signed strategic cooperation agreements with China State Construction Group on behalf of the Yunnan Provincial Government. According to the content of the agreement, during the "14th Five-Year Plan" period, China State Construction Group will continue to give full play to its advantages in Yunnan, in accordance with the principle of "complementary advantages, resource sharing, mutual benefit, deepening cooperation and common development", deepen cooperation and common development, deepen cooperation and expansion of airports in Yunnan Province, key highway projects, transportation hub facilities TOD, urban renewal, water conservancy and hydropower projects and other fields, planning to invest 100 billion yuan to accurately match the needs of Yunnan's "14th Five-Year Plan" development plan and major project construction needs, and better integrate into the "Belt and Road" construction. Actively participate in the construction of a radiation center for South Asia and Southeast Asia, help Yunnan build a new development pattern, and make contributions to the construction of a good chapter of the Chinese dream in Yunnan.

In 2015, in order to actively respond to the Initiative of the Yunnan Provincial Party Committee and Provincial Government on the "Central Enterprises Entering Yunnan" project, China State Construction signed a strategic cooperation agreement of 100 billion yuan with the Yunnan Provincial Government, and established China State Construction Cloud Investment Company in Yunnan to perform the responsibilities of investing, constructing and operating the whole industrial chain in Yunnan on behalf of China State Construction Group. During the "13th Five-Year Plan" period, China State Construction has always adhered to the concept of green development as the guide, fully integrated into the regional development of Yunnan, actively integrated into and served the construction of the "Belt and Road" in Yunnan, focused on doing a good job in the "facility connectivity" article, participated in the construction of the "seven provinces, five outbound" expressways in Yunnan, and actively participated in the construction of the "Golden Waterway" (Mekong International Shipping) and the "Three Exits" (Mekong-Lancang River Waterway Transformation) waterway transformation and airport construction. It has undertaken the construction of a large number of major projects related to international people's livelihood, such as the largest cross-county poverty alleviation relocation and resettlement area construction project in China, the construction project of Yunnan Zhaotong off-site poverty alleviation and resettlement area, and the key project of education and poverty alleviation in Yunnan Province - Yunnan Ordinary High School Project.

On the 17th, Zhang Zhaoxiang also participated in the activities jointly organized by the State-owned Assets Supervision and Administration Commission of the State Council and the Party Committee of the Tibet Autonomous Region in Lhasa to help Tibet's high-quality development.
