Chen Ju was born in 1950 in Sanxing Township, Yilan County, from a large family of farmers. He is the second of five siblings in the family. After graduating from high school, Chen Ju began to devote herself to the political movement against the Kuomintang, and from the age of 19, she served as the secretary of Guo Yuxin, a non-party figure, and began to establish a deep relationship with Lin Yixiong, Zhang Junhong, Yao Jiawen, and other future "Taiwan independence" bigwigs.

Chen Ju described herself as "a girl married to Taiwan", and the "Formosa Boulevard Incident" in 1979 was her "dowry". In 1979, Chen Ju served as an editorial board member of Formosa Boulevard Magazine. On December 10 of that year, the "Formosa Boulevard Incident" broke out. Non-party activists, with members of Formosa Formosa magazine as the core, organized mass demonstrations and speeches in Kaohsiung, demanding an end to party bans and martial law, triggering clashes between the police and the people, and injuring nearly 200 people on both sides. Subsequently, the Kuomintang authorities arrested non-party figures on a large scale, conducted military trials, and even died for rebellion, and Chen Ju was one of them. On March 18, 1980, 29-year-old Chen Ju was indicted on charges of "rebellion" and sentenced to 12 years in prison.
