Since the reform and opening up 40 years ago, the city's health and family planning undertakings have undergone earth-shaking changes, and the health and family planning undertakings have moved from simple treatment to disease prevention; from a single medical and health service to a comprehensive health service integrating medical and preventive health care, paving a stable and reliable health road for the people of the city.

On December 20, the all-media interview group celebrating the 40 years of reform and opening up interviewed Li Shu, deputy director of the Municipal Health and Family Planning Commission, and listened to her talk about the development process of the city's health and family planning cause since the reform and opening up.

Li Shu said that since the reform and opening up, the development of Tianshui sanitation and family planning has made remarkable achievements, especially since the Eighteenth National Congress of the Communist Party of China, the municipal party committee and the municipal government have regarded medical reform as a major people's livelihood project, placed the people's health in a strategic position of priority development, adhered to the principle of ensuring the basic, strengthening the grass-roots level, and building a mechanism, and deepened the medical reform work with a clear direction, a clear path, effective measures, and remarkable results. In accordance with the deployment of the state, provinces and municipalities, vigorously promote the construction of the medical security system, urban and rural residents medical insurance from scratch, to achieve comprehensive coverage, the participation rate is stable at more than 95%. The insurance for serious illnesses of urban and rural residents has been fully implemented, the reimbursement of major and exceptionally serious diseases has been expanded to 50 kinds, and a linkage mechanism of basic medical insurance, major illness insurance and medical assistance that benefits the people of the city has been built, and a multi-layered security system has been established for the masses to seek medical treatment.

Public health services have achieved full coverage, the ability to prevent and control infectious diseases has been significantly enhanced, and the construction of medical infrastructure has undergone earth-shaking changes. In 1978, there were only 447 health institutions in the city, and since the reform and opening up, the city's health institutions have mushroomed and developed rapidly, and by the end of 2017, they have increased to 4238. The number of beds in healthcare facilities increased from 4,700 in 1978 to 15,000 in 2017, and the number of health technicians increased from 6,626 in 1978 to 14,107 in 2017. Municipal and county-level medical institutions facilities and equipment, medical environment and basic conditions have been comprehensively improved, especially the municipal First People's Hospital, the Municipal Hospital of Traditional Chinese Medicine and the Municipal Hospital of Integrated Traditional Chinese and Western Medicine, three tertiary first-class hospitals, hardware construction and service capabilities are at the forefront of the province, becoming the center of medical services in Longdongnan.

The comprehensive reform of public hospitals has made remarkable progress, the "three doctors" linkage of medical treatment, medical insurance and medicine has broken the mechanism of using medicine to support medicine, comprehensively promoted the implementation of the modern hospital management system, hierarchical diagnosis and treatment and the construction of medical associations, created 34 key specialties at the national and provincial levels, greatly improved the capacity and technical level of urban and rural medical services, provided safe, effective, convenient and high-quality medical and health care services for urban and rural residents, and effectively solved the problems of difficult and expensive medical treatment.
