“東數西算”拉開數字經濟新基建大幕,行業迎曆史性機遇

First, in February, the "East Digital West Computing" project was officially launched.

The National Development and Reform Commission and other four departments jointly issued a notice, agreeing to start the construction of national computing hub nodes in Beijing, Tianjin, Hebei, Yangtze River Delta, Guangdong, Hong Kong and Macao Bay Area and other eight places, and planning 10 national data center clusters.

2. At this point, the overall layout design of the national integrated big data center system is completed, and the "East Data and West Computing" project is officially launched.

Second, the "East Data West Computing" project will promote the construction of computing power infrastructure.

1. Improve the overall level of national computing power, drive the investment of new infrastructure industry chain of digital economy, firstly benefit the upstream supporting facilities providers and server manufacturers.

2. As the core productivity of digital economy, computing power has become an important infrastructure for national economic development.

3. At present, the scale of China's data center has reached 5 million standard racks, with an arithmetic power of 130EFLOPS (one trillion trillion floating point operations per second).

4. The future demand for arithmetic power of the whole society is expected to continue to grow rapidly at a rate of more than 20% per year.

5. The notice requires that the average shelving rate of data centers in the cluster should reach at least 65%, and the number of arithmetic hubs will further increase in the future, which will directly drive the incremental demand for upstream supporting facilities and servers.

Third, "East data and West computing" is good for new energy consumption and indirectly good for the energy IT sector.

1. Data center is a major energy consumer, according to estimates, in 2021 the national data center energy consumption accounted for about 2.6% of the total social electricity consumption.

2. It is expected to reach 4% by 2025, the "East data and West calculation" to increase the layout of data centers in the west, will significantly increase the proportion of green energy use.

3. The nearby consumption of green energy in the west will alleviate the spatial and temporal conflicts between China's new energy resources and electricity consumption load, and promote the development of new energy industry.

Fourth, "East data and West computing" is good for "pan-security".

1. The rate of localization of basic hardware and software is expected to increase, and data security continues to increase.

2. As a national strategy of the "East Digital West Computing" project will drive the "letter to create" ecological acceleration of iteration, while in the data transmission will give rise to data flow, storage, computing security needs to further enhance, favorable "pan-security "class manufacturers.

1. 國家發改委等四部門聯合印發通知,同意在京津冀、長三角、粵港澳大灣區等8地啟動建設國家算力樞紐節點,并規劃了10個國家資料中心叢集。

2. 至此,全國一體化大資料中心體系完成總體布局設計,“東數西算”工程正式全面啟動。

第二,“東數西算”工程将推動算力基礎設施建設。

1. 提升國家整體算力水準,帶動數字經濟新基建産業鍊投資,首先利好上遊配套設施提供商及伺服器廠商。

2. 作為數字經濟的核心生産力,算力已成為國民經濟發展的重要基礎設施。

3. 目前,中國資料中心規模已達500萬标準機架,算力達130EFLOPS(每秒一萬三千億億次浮點運算)。

4. 未來全社會對算力需求預計每年仍将以20%以上的速度快速增長。

5. 通知要求叢集内資料中心的平均上架率至少要達到65%以上,且未來算力樞紐數量還将進一步增加,将直接拉動上遊配套設施及伺服器的增量需求。

第三,“東數西算”利好新能源消納,間接利好能源IT闆塊。

1. 資料中心是能耗大戶,據測算,2021年全國資料中心能源消耗占全社會用電量的2.6%左右。

2. 預計到2025年達到4%,“東數西算”加大資料中心在西部布局,将大幅提升綠色能源使用比例。

3. 就近消納西部綠色能源,緩解中國新能源資源與用電負荷的時空沖突,推動新能源産業發展。

第四,“東數西算”利好“泛安全”。

1. 基礎軟硬體國産化率有望提升,資料安全持續加碼。

2. 作為國家戰略的“東數西算”工程将帶動“信創”生态加速疊代,同時在資料傳輸中将催生資料流轉、存儲、計算的安全需求進一步提升,利好“泛安全”類廠商。

第五,參考觀點。

兩會在即,數字經濟相關政策催化預期升溫,可以關注數字經濟投資主線。
