蒲县:大力发展特色农业产业 推进乡村振兴取得实效

——扛起政治责任 激发内生动力 发展特色产业

【编者】今年以来,山西省蒲县以巩固拓展脱贫攻坚成果同乡村振兴有效衔接为统领,加快实施农业“特”“优”战略,全力推进乡村振兴,农业产业化得到新发展,农业农村工作取得新成效。一产固定资产投资全县1—6月完成6753万元,同比增长6%;一产增加值上半年完成13572万元,同比增速达到5.7%;农村居民人均可支配收入上半年农村居民人均可支配收入完成7005元,增幅6.7%;全县县级以上农业龙头企业16家,上半年完成营业收入1.88亿元。

扛起政治责任 确保粮食生产安全

稳定粮食播种面积。在今年蒲县县委农村工作会议上,县政府同各乡镇签订了《粮食安全和耕地保护责任状》,进一步压实粮食生产责任,全县粮油生产面积达到23.37万亩,超额完成0.45万亩。

落实各项政策补贴。及时足额发放耕地地力保护补贴、一次性种粮补贴等各项惠农政策补贴,调动农民种粮积极性,增加农民收入。今年全县已发放耕地地力保护补贴17371户1441.5736万元;农民一次性种粮补贴17062户114.25万元。

开展农业政策性保险工作。2023年蒲县农业保险工作由蒲县人保财险、蒲县人寿财险、蒲县太平洋财险、中煤财险、平安财险5家保险公司承担。截至5月份政策性投保农户7056户,投保面积18万亩左右。大豆玉米复合种植收入保险投保合作社24个,面积10009.14亩。

深入推进大豆和油料产能提升工程。把大豆玉米带状复合种植作为稳粮保供的政治任务,探索创新“政府全程组织+村集体全程主导+新型经营主体全程参与”模式,1万亩玉米大豆播种全部出苗、长势良好,达到凝聚起政府、村集体、群众“三方合力”;实现完成上级“稳粮食、扩油料”政治任务,村级集体经济增收和群众受益,培育壮大一批农业社会化服务组织“三个目标”;积极探索壮大提质农村集体经济新途径、农业生产托管新方式、玉米大豆复合种植新技术“三个三”效果。稳定“菜篮子”产品生产。

开展生猪产能调控,确保能繁母猪正常保有量稳定在7000头左右,规模猪场保有量不少于30个。抓好蔬菜、水果等“菜篮子”产品生产,上半年全县蔬菜总播种面积6963亩,总产量3981.6吨,总产值1540.8万元。落实最严格的耕地保护制度。

实施耕地保护党政同责,坚决遏制耕地“非农化”、基本农田“非粮化”,统筹利用好撂荒地,确保全县永久基本农田重点用于粮食生产,高标准农田全部用于粮食生产。

政策有效衔接 激发群众内生动力

根据山西省委农村工作领导小组关于加快农民持续增收若干政策措施的通知,和山西省巩固拓展脱贫攻坚成果同乡村振兴有效衔接领导小组关于进一步做好防止返贫动态监测和帮扶工作的实施方案等16个专项行动方案的通知要求,为切实提高全县特色产业效益,增加脱贫户收入,蒲县拟定了2023年特色产业支持脱贫人口增收实施办法,通过特色产业补贴,进一步调动脱贫群众发展产业的积极性,拓宽增收渠道。

新发展夏秋冷凉蔬菜每亩补助100元,新建日光温室每亩补助3万元,改造老旧温室每亩补助2万元;新建标准化果园、改造中低产果园每亩补助1800元,新建防雹网每亩补助1000元;新建现代加工型马铃薯基地每亩补助1000元;新建中药材(药茶)标准化基地、良种繁育基地每亩补助600元。

在中央、省、市一次性种粮补贴的基础上,县财政对马铃薯、杂粮每亩增加30元的补贴。对年出栏生猪200头以上、肉鸡3万只以上、肉羊500只以上、肉牛100头以上以及年饲养蛋鸡5000只以上、年存栏奶牛100头以上的龙头企业和纳入农业信贷担保体系的适度规模经营主体,财政给予贷款贴息。对新认证的“绿色食品”每个补助2万元,认证“圳品”每个补助10万元。

依托特优引领 大力发展特色产业

做“精”种植。持续标准化玉露香梨7700亩,全县梨面积达到1万亩;以古县乡为重点,精细化管理苹果基地1万亩;新成立黑龙关镇龙兴食用菌合作社,新建标准化食用菌大棚10座,带动农户15户;完善马铃薯“育繁推”服务体系,建设种薯基地3000亩,发展商品薯达到1万亩。全县薯类0.77万亩,高粱2.1万亩,谷子0.77万亩,荞麦、莜麦等0.58万亩;梨果总面积1.84万亩;以连翘、柴胡、黄芩等为主的中药材人工种植面积0.44万亩;设施蔬菜大棚159.5亩;食用菌大棚225.6亩。

做“大”养殖。投资500万元以上的规模养殖场开工15个,全县生猪存栏达到7.11万头,出栏5.35万头;牛存栏达到2.57万头,出栏0.29万头。做“长”加工。茂洲牛业屠宰加工厂房建设完成,竣工投产后可形成年屠宰万头肉牛的能力。全县规模以上养殖场71家,其中存栏50头肉牛以上养殖场41家,500头以上生猪养殖场25家;万只以上养鸡场5家,家禽存栏204785只,出栏275824只。

做“活”服务。培养农机合作社9个,农业生产托管服务面积达到2.75万亩。常态化开展网络营销,拍摄抖音短视频18条,提高了农产品知名度。在被子垣有机生态果园举办了果园全程机械化现场演示会。做“实”基础。完成高标准农田建设4700亩,实施堡子、红道两处玉露香基地配套灌溉工程,新增水浇地面积3200亩。

实施“1310”工程 推动肉牛产业高质量发展

蒲县制定了《关于加快推动肉牛产业高质量发展助推乡村振兴实施方案(2023-2025)》,加快实施肉牛产业发展“1310”工程。

“1”即“一个目标牵引”。以创建全省肉牛现代全产业链标准化示范基地为牵引,推动肉牛产业高质量发展,全面推进乡村振兴。

“3”即“三个维度赋能”。坚持党建赋能,不断强化党组织对肉牛产业发展的组织领导力、深度融合力;坚持全产业链赋能,推进延链强链补链,加快构建现代肉牛养殖体系;坚持生态和数字赋能,一方面依托蒲县生态优势提升肉牛产业“特”“优”内涵,另一方面发挥数字技术在肉牛产业发展中的乘数效应。

“10”即“十大行动支撑”。即实施品种改良行动、标准化信息化提升行动、畜牧技术推广行动、重大疫病防控行动、高素质农民培育行动、乡村振兴金融服务行动、社会化服务提升行动、品牌创建行动、畜禽粪污治理行动、农旅融合行动。

蒲县有关部门表示,将全力推动肉牛产业标准化、集约化、品牌化发展,为全面推进乡村振兴、加快农业农村现代化奠定坚实基础,力争到2025年全县肉牛存栏量达到5万头,把蒲县打造成为全省乃至全国标准化、规范化、现代化的“畜牧强县”。(张鹏)
