As a representative from the rural grassroots in Shahe City, Hebei Province, I pay special attention to the work of "three rural areas" and the revitalization of rural areas, and in this year's "Government Work Report", the modernization of grassroots governance is placed in a more important position. General Secretary Xi Jinping said: "Promote the modernization of rural governance capabilities and levels, make rural areas both vibrant and harmonious and orderly, and continuously meet the growing needs of the vast number of peasants for a better life." This is exactly what we farmers want.

In the governance of China, good governance in the countryside is the foundation and the foundation. To promote the modernization of social governance, the foundation is in the community, and the difficulties are in the countryside. The foundation is not solid, and the ground is shaking. There are more than 690,000 administrative villages in China, just like individual muscle cells and capillaries, and their governance is effective, which is related to the national development security and rejuvenation plan. At present, with the implementation of the national rural revitalization strategy, the changes in the rural social structure and the new and higher needs of farmers' production and life, it is urgent to modernize the ability and level of rural governance. How to be a pioneer in promoting the modernization of rural governance, we have also carried out some explorations in practice, and the main understanding and experience are:

To promote the modernization of rural governance, it is necessary to give prominence to the unified leadership of the party, enhance the organizational strength and combat effectiveness of the grass-roots units, and strengthen the building of grass-roots party organizations throughout the whole process of rural governance. Rural grassroots party organizations are the "backbone" of rural governance, and only by consolidating the core role of leadership in rural governance can we ensure that the level of modernization of rural governance is continuously improved. Since the last change of the two village committees in our province, it has comprehensively promoted the village party organization secretary to serve as the chairman of the villagers' committee through legal procedures, supported the village party organization secretary to serve as the responsible person of collective economic organizations and cooperative economic organizations through legal procedures, and implemented the cross-appointment of members of the village "two committees" team. At present, in our local area, we have fully realized that the village branch secretary and village director are also the heads of the village collective economic organizations, which has effectively strengthened the leadership of rural party organizations in the modernization of rural governance. This year, in the face of the sudden outbreak of new crown pneumonia, party members and cadres charged ahead, dared to take responsibility, scientific prevention and control, ensured the life safety and physical health of the masses, and successfully completed the tasks entrusted by the party and the masses.

To promote the modernization of rural governance, we must adhere to the governance system of "three governances integrated" of autonomy, rule of law, and rule by virtue, stimulate democratic vitality with autonomy, promote modern governance with the rule of law, and establish a civilized rural style with rule by virtue. In the past, in village autonomy, we paid more attention to democratic elections and less to democratic decision-making, democratic management and democratic supervision, which was low-quality and low-level autonomy. To practice village autonomy, it is necessary to let the villagers know about village affairs, discuss village affairs, and evaluate village affairs, listen to the opinions and suggestions of villagers, and let villagers directly participate. Over the years, the development of our village has benefited from the participation of the masses and democratic decision-making. For example, twenty years ago, when we invested 200 million yuan to build a new countryside, the villagers were worried about living in new buildings, where the donkeys were fed, and where the rows of cars were going. Our village cadres said that we can't just think about this, but also think about where to stop the car. Now that production has developed, the villagers are rich, the donkeys in the village are really gone, the row cars are gone, there are more than 1100 cars in the village of more than 800 households, plus there are more people from outside the village who drive to the village for tourism, and it is urgent to build parking spaces and rectify the parking order. In October last year, we planned to formulate the "Regulations on the Management of Vehicle Parking in LuanQiao Village", first sending the "Draft for Comments" drafted by the two village committees to the villagers for discussion, and retracting dozens of opinions, among which the villagers put forward different opinions on charging 1 yuan per car per day for parking. When the masses have an opinion, we will revise it. Turn this into the implementation of shared parking, not fixed parking spaces, first come first, first come, stop nearby, and each household is exempt from the parking fee of one car. But there are still a few families in the village who do not have a car, and if the parking fee is not fair to them, we decided to pay a subsidy of 365 yuan per year to the households without vehicles. Discussions and revisions like this were repeated three times during the formulation process, and finally the villagers' representative meeting unanimously approved it, and the whole village was both happy and satisfied.

To promote the modernization of rural governance, we must adhere to the people-centered development concept and continuously enhance the sense of gain, happiness and security of the masses. At present, on the one hand, there are many young and middle-aged people in the rural areas who go out to work, and it is a difficult point to organize the masses; some people usually do not see you and only look for you when they have something to do; on the other hand, the "small things," "heart affairs," and "worries" of the villagers, such as eating, drinking, sleeping, marriage, funeral, illness, and study, are all major affairs of the masses. Governance is also a service. In the process of rural governance, we have set up a red and white council, a public security patrol team, an environmental sanitation team, a liaison station for people's congress deputies, invested 200 million yuan to build a high-standard school integrating kindergartens, primary schools, middle schools and functional training, built more than 10,000 square meters of apartments for the elderly, and used the Internet, informatization and other means to serve the masses well, manage their homes well, and do good deeds.

Two suggestions. First, rural governance should vigorously guard against formalism. At present, in rural grassroots work, there are more statistics, more forms, more inspections, and more rankings, and grassroots cadres hope to have fewer forms and more results, and it is necessary to prevent the administrativeization of rural autonomy and the bureaucraticism of rural cadres. The second is to speed up the completion of public service shortcomings in rural governance. At present, there are many difficulties in rural development and rural revitalization, such as difficulty in collective economic development, backward construction of public facilities, and insufficient attention from the masses. It is hoped that the shortcomings of rural public services will be accelerated, the state will increase investment in rural areas, fully implement the strategy of rural revitalization, and comprehensively realize a well-off society.
