Based on Zhang Yue's status as secretary of the Political and Legal Committee, the issue of his interference in the judiciary is even more distressing.

The Fourth Plenary Session of the Eighteenth Central Committee of the Communist Party of China clearly proposed the establishment of a system for recording, reporting, and pursuing responsibility for leading cadres interfering in judicial activities and interfering in the handling of specific cases.
