The Chinese side warns individual countries: There are only three things to do

On November 1, local time, the 76th session of the Un General Assembly Disarmament and International Security Committee (UN General Assembly I) voted to pass the resolution "No first placement of weapons in outer space" and "further practical measures to prevent an arms race in outer space". Both resolutions are written into the concept of "community with a shared future for mankind" put forward by the Chinese side. Geng Shuang, head of the Chinese delegation to the First Committee of the Ungalaction General Assembly and deputy permanent representative to the United Nations, spoke before the vote, aiming at individual countries questioning the concept of a "community with a shared future for mankind" and calling for a segmented vote on relevant paragraphs to clarify China's position, stressing that the attempt to block the inclusion of this concept in the resolutions of the Ungalacto has been thwarted for three consecutive years, hoping that individual countries will understand the truth that there are no more than three things, stop creating antagonism and self-detriment, and abandon the zero-sum mentality and ideological prejudice of the Cold War at an early date, devote themselves to true multilateralism, and safeguard the unity of Member States. Work with all parties to advance the work of the First Committee and advance the disarmament process.

Geng Shuang said that China supports the adoption by consensus by the First Committee of the Ungalacil of the Draft Resolutions on "No First Placement of Weapons in Outer Space" and "Further Practical Measures to Prevent an Arms Race in Outer Space". Regrettably, however, some countries have reiterated their request to vote on the relevant paragraphs of the two draft resolutions that contain the phrase "community of shared future for mankind". In the past two years of voting, this idea has enjoyed a majority of support and has been able to be included in the resolution. Under these circumstances, this year, some countries are still obsessed, unrepentant, deliberately undermining unity and provoking confrontation, which is extremely disappointing. Not long ago, there were countries in this hall that claimed that all countries shared a common destiny and had no intention of seeking a new Cold War or creating divisions. Why, then, should we challenge the widely welcomed and universally praised concept of the "community of shared future for mankind" in the First Committee? Is it just because it is an initiative by China?

Geng Shuang pointed out that outer space is a global commons and concerns the interests of the people of all countries. The concept of "Community of Shared Future for Mankind" emphasizes that the interests of all countries are closely linked and the destiny of mankind is closely linked. This is fully in line with the international consensus on the peaceful use of outer space, not placing weapons in outer space first, and preventing an arms race in outer space, and fully reflects the good aspirations of all countries to jointly safeguard outer space security. It is entirely legitimate that this concept is enshrined in the outer space resolution. China calls on delegations to vote in favour of the relevant paragraphs of the two draft resolutions. We believe that with the support of the majority of countries, the concept of a "community with a shared future for mankind" will once again be written into the resolution of the First Committee, and the obstruction attempts of individual countries will once again be thwarted.

Geng Shuang said that there is a saying in China called "three things are not three". We hope that individual countries will understand this truth and stop creating antagonisms and self-deprecation next year. What is more crucial is to abandon the zero-sum mentality and ideological prejudice of the cold war at an early date, commit to genuine multilateralism, safeguard the unity of Member States, and work with all parties to advance the work of the First Committee and advance the disarmament process.

The resolution "Do not place weapons in outer space first" and the resolution "Further practical measures to prevent an arms race in outer space" are traditional resolutions of the First Committee of the General Assembly. Since 2017, the concept of a "community with a shared future for mankind" has been written into two resolutions. Individual countries have requested segmented votes on paragraphs containing this idea in the resolution since 2019, but have been frustrated. Individual countries made this request again this year, and the result was a third failure.
