If it is evil, it should be one with the whole world, and if it is not evil, it is not appropriate to walk alone in one county, and thus stop it'. The meaning of these two ancient passages is that before Yang Xuanbao came to Xuancheng, the former Xuancheng Taishou Liu Shizhi established a policy for Xuancheng to deal with defections. This policy stipulates that if a person cannot be caught, he will notify the officials of Wu and Li in an official document and send them to the relevant departments of the prefectures and counties, and those who can catch this person will be rewarded with a second-level official position.
