Zhang Guangrui believes that the construction of small towns should be people-oriented and people-centered, and it is important to put the interests of local residents first, not to designate all small towns as tourist towns, and not to build towns according to the standards of scenic spots. The construction of small towns should focus on upgrading existing villages and towns, strive to continue and develop the original culture and traditions, form a unique advantage of small town groups, give full play to the enthusiasm of indigenous people, and strive to leave more people behind. The construction of small towns should be aimed at strengthening the relationship between urban and rural areas and revitalizing rural culture and economy, rather than letting the rural people leave their hometowns. Zhang Guangrui believes that towns with characteristics may not be able to survive, but those towns without characteristics must not survive. The survival rate of characteristic towns around large cities will be much greater than that of small towns in remote areas, because the core of the development of characteristic small towns is people, and without characteristics, it is impossible to gather enough popularity, and it is more difficult to gather popularity without being close to large cities.
