At this time, the monarch of the State of Qi was the Duke of Qi Huan, and when he saw Chen Quan, who was a nobleman of the State of Chen, come to defect, he felt that this was a good opportunity to spread his reputation.
This logic is easy to understand, and the nobles of other countries who have fled to our country must be well received and entrusted with heavy responsibilities, and only in this way can we highlight the political clarity and development and prosperity of our country.
With this idea, Duke Huan of Qi wanted to appoint him as secretary of state. At that time, the secretary was a high position in a country, and only those who handled political affairs could be appointed as secretary, and in the same way, as long as you were appointed as a secretary, it meant that you had the power to handle the affairs of a country.
