After the victory of the War of Resistance Against Japan, the War of Liberation began. In order to unify and strengthen the leadership of the party, government and army in central China, in September 1947, the East China Bureau of the CPC Central Committee decided to establish the Central China Working Committee of the CPC (hereinafter referred to as the Central China Working Committee). On November 10 of the same year, the Central China Working Committee, the Central China Military Command, and the Central China Administrative Office were established in Sheyang Coupling Cultivation Hall. In the 18 months from its establishment to its abolition, the Central China Working Committee persisted in armed struggle, carried out land reform, developed the local economy, and organized the pre-support work of the Huaihai Campaign and the Battle of Crossing the River, thus making contributions to the comprehensive victory of the War of Liberation. After the victory of the War of Resistance Against Japanese Aggression, the four liberated areas of central Jiangsu, northern Jiangsu, Huainan and Huaibei were connected to form the Central China Liberated Area (Suwan Liberated Area). In June 1946, the Kuomintang tore up the armistice and launched an all-out offensive against the Liberated Areas. In order to preserve the living forces, at the end of 1946, the leading organs of the party, government, and army in central China withdrew north to Shandong with the main force of the central China Field Army. On December 23, the Central China Sub-Bureau was merged into the East China Bureau, leaving Chen Pixian and Guan Wenwei as two members, leading a capable leading organ in the name of the Central China Sub-Bureau to persist in guerrilla struggle behind enemy lines.
In 1947, the War of Liberation shifted from strategic defense to strategic offensive, and in order to adapt to the development and changes in the situation of the War of Liberation and to unify and strengthen the leadership of the party, government and army in central China, on September 12, 1947, the East China Bureau of the Central Committee decided to establish the Central China Working Committee of the Communist Party of China (hereinafter referred to as the "Central China Working Committee"), Chen Pixian was appointed secretary of the Central China Working Committee, and Guan Wenwei, Ji Pengfei, Chen Qingxian, Cao Diqiu (later wei Guoqing, Liu Xiansheng, Zhang Kai) and others were members. At the same time, the Central China Administrative Office and the Central China Headquarters were set up to exercise unified leadership over the party, government, and army in central China. Chen Pixian and Guan Wenwei, the two former members of the Central China Branch Bureau, who were left behind, started from Suzhong Hai'an and went north while forming a group. In November 1947, he arrived at the Sheyang County Coupling Cultivation Hall. On November 10, the Central China Working Committee, the Central China Administrative Office and the Central China Headquarters held an inaugural meeting in the Coupling Cultivation Hall in Sheyang County and announced the official establishment.

After the establishment of the Central China Working Committee, it persisted in armed struggle behind enemy lines and consolidated and expanded the central China Liberated Areas. It organized the Xin'an Town Offensive and broke the enemy's attempt to divide the Huaihai area; concentrated superior forces and launched the Third Haili Line Offensive and the Libao Offensive, which stifled the momentum of the Kuomintang army's "liquidation" and "sweeping" of the Liberated Areas and caused the enemy's forces to shrink on the southern front; organized the Yannan Offensive and won a complete victory; in the spring of 1948, four offensives were launched, smashing the enemy's "sweeping" plan. He led the military and people of central China to smash the "sweeping" of Huang Baitao and Zhang Xuezhong's corps; launched the Lianhuai Campaign and won victory.

From mid-February to the end of April 1948, the Central China Working Committee also organized and convened a central China land conference to carry out the land reform movement in depth, so that the broad masses of peasants in the central China Liberated Areas could realize the dream of "equal land rights." At the same time, it vigorously developed agriculture, industry, and commerce, formulated policies and measures in various fields such as industry and commerce, agriculture, grain, and finance and trade, improved the people's living conditions, and enhanced the economic strength of the liberated areas; founded the "Central China Daily" and established a troupe and a literary troupe. Central China Public School and its branches of various sub-districts, Jianghuai Public School, And Central China Journalism College, as well as high schools, junior high schools, primary schools, district normal schools, and simple normal schools in districts, counties, and townships were restored and established, and the cultural and educational undertakings in the Liberated Areas of Central China were restored and developed; on November 24, 1947, the Central China Party School was opened to train party, government, and army leading cadres at and above the county and regimental levels. In order to do a good job in taking over Jiangnan in advance, training courses were also held to train and select Jiangnan cadres, so as to prepare talents for taking over jiangnan new areas.

The party cadre and organizational work done by the Central China Work Committee not only contributed to the victory in the War of Liberation, but also provided an organizational guarantee for Jiangsu's party building, political power building, and economic construction after the founding of New China. Through the land reform movement, the Central China Work Committee has united the will of the people, made the broad masses of peasants more determined to follow the Communist Party and turn around and seek liberation, and set off an upsurge of joining the army and supporting the front. During the land reform movement, 200,000 peasants actively joined the army, and before the Battle of the Crossing River, another 35,000 people joined the People's Liberation Army. While organizing young and middle-aged people to enthusiastically join the army, the Central China Working Committee led the central Chinese military and people to fully support the Huaihai Campaign and the Battle of Crossing the River; while leading the Central China Liberated Areas in waging struggles behind enemy lines, the Central China Working Committee set up the Jiangnan Work Committee and carried out the work of developing secret arms and plotting against the Kuomintang Jiangyin Fortress Uprising, thus playing an important role in smoothly and smoothly taking over southern Jiangsu.
A year after the establishment of the Central China Working Committee in Sheyang County, it arrived in Huaiyin in December 1948 and moved to Taizhou on March 10, 1949. In April, the central China region was liberated, and the party, government and military institutions were established in northern Jiangsu, southern Jiangsu and Nanjing, and the Central China Working Committee abolished itself. Although the central China Work Committee lasted for a short time, its historical significance was extraordinary; it enabled the party, government, army, and people in the Central China Liberated Areas to have a strong and unified leadership collective, smashed the enemy's countless "liquidations, suppressions, and sweeps," won a series of major victories in upholding, consolidating, and building the Liberated Areas, created extremely favorable conditions for the People's Liberation Army to launch a large-scale counteroffensive, "crossed the Yangtze River, and liberated the whole of China," and successfully fulfilled its historical mission. The outstanding historical merits established by the Central China Working Committee of the CPC, the rich historical experience accumulated, and the glorious traditions formed will forever be recorded in the annals of history and will be remembered and recited by the people of Central China from generation to generation!

The museum is a patriotic education base in Jiangsu Province. The memorial hall is located in the western suburbs of Sheyang County, covering an area of 3840 square meters and a building area of 1400 square meters.
