On the afternoon of May 3, Du Dengfeng, secretary of the Qidong County CPC Committee, held a meeting of the Standing Committee of the County CPC Committee (expanded) to make special arrangements for the current work of petitioning and maintaining stability.
The meeting conveyed and implemented the spirit of the important speech of Zhou Nong, secretary of the Hengyang Municipal CPC Committee, and made detailed arrangements for the current work of petitioning and maintaining stability, such as county-level leaders receiving visits, resolving the backlog of petitioning cases, smoothing the channels for letters and visits, maintaining the order of petitioning in accordance with the law, implementing responsibilities, and creating the "three noes".

On the morning of May 5, Hu Guoxiong, the governor of Qidong County, presided over the executive meeting of the county government to make special arrangements for the current work of petitioning and maintaining stability.
At the meeting, Xiao Qiaofeng, deputy county magistrate and director of the public security bureau, conveyed the spirit of the recent meeting at the higher level, the county supervision bureau reported the relevant situation, and the county bureau of letters and visits reported on the current work.
Hu Guoxiong demanded that leading cadres at all levels throughout the county attach great importance to the current work of petitioning and maintaining stability, and consolidate their responsibilities in accordance with the principles of territorial management, hierarchical responsibility, and "who is in charge and who is responsible." Party members and cadres of all units must fulfill their duties and responsibilities, strengthen a series of work measures, and go all out to do a good job in the current work of petitioning and maintaining stability; they must resolve the backlog of petitioning cases in accordance with laws and regulations, and deal with illegal acts according to law; they must strengthen assessment and accountability, and supervise the performance of their duties in place.

On the afternoon of May 4, Zhou Zhimin, deputy secretary of the Qidong County CPC Committee, organized a meeting on the scheduling of key petition cases, and Long Jiancheng, member of the Standing Committee of the county party committee and director of the Propaganda Department, Chen Xiaoyun, member of the standing committee of the county party committee and secretary of the Political and Legal Committee, Xiao Qiaofeng, deputy county magistrate and director of the public security bureau, and Sanyuan, deputy county governor, attended the meeting.
The meeting conducted a study on the situation of key petitioning cases involving law and litigation, three spans and three separations, and the principal responsible persons of the relevant units such as petitioning, stability maintenance, and Yongchang, Yuhe, Hongqiao, Baihe, and Jinqiao expressed constructive opinions on resolving the current prominent problems and effectively safeguarding the legitimate rights and interests of the masses.
