Briefly discuss the exploration and practice of modern school system construction

Abstract: The modern school system is a school system that is managed autonomously according to law, an open and democratic system, and a system of benign interaction between schools, society, and families. In the construction of the modern school system, it is necessary to further unify understanding, change concepts, seize opportunities, deepen reform, continuously strengthen the consciousness of the modern school system, expand the new realm of the modern school system, explore new ways of the modern school system, and then promote the overall work of the school to develop forward.

The construction of the "modern school system" refers to the establishment of a school-based management system according to the laws of education and the purpose of education and the actual situation in which it is located. It is an inevitable requirement for education to administer education according to law and for schools to run their own schools according to law, an inevitable choice for promoting educational modernization, the only way to arouse the enthusiasm of all teaching staff and staff and improve the overall quality of the teaching and staff contingent, and an inevitable requirement for the educational undertaking to adapt to new development and face the new century.
As an ordinary high school, in the process of building a harmonious society, only by continuously strengthening the system construction of the school can we promote the standardized management of the school and give play to the function of school education, so as to achieve good and rapid development. On the basis of drawing on the theory and experience of some experts and schools, combined with the actual situation of the school, we have explored and practiced the construction of the "modern school system".
First, the scientific system is the premise for promoting the independent development of the school
The modern school system is essentially an organizational structure and operating mechanism within the school. One of the characteristics of modern schools is the implementation of autonomous management according to law, and the school is not only the implementer of national policies, but also a unit that can plan, decide and manage on its own, which provides the necessary conditions for the establishment of a modern school system.
(1) Form a management mechanism and conductive-oriented values. At present, as a school level, as a school leader, the most effective thing is the establishment of the organizational mechanism for the independent development of the school and the improvement of the management system with school-based characteristics.
In the past two years, our school has further strengthened the construction of the modern school system, successively issued a number of institutional documents such as the "School Charter", formed a system of faculty and staff congresses, implemented the internal management reform plan, established the school curriculum reform leading group and academic steering committee, and actively explored the internal management system and operating mechanism suitable for the characteristics of our school. The internal management reform program of the school has made the positive effects of the reform more effective. Institutions such as the Education Congress have exercised their democratic management and supervision powers in accordance with the law.
The modern school system has effectively promoted the formation of modern school culture from the institutional level, allowing teachers to work happily, teachers to work effectively, and teachers to work harmoniously. The school further clarified the work idea of "concentrating on education, single-mindedly grasping quality, and striving to promote development", implemented the dynamic management of education and teaching goals, innovated the education and teaching management mechanism suitable for the actual situation of the school, coordinated the education and teaching work of all grades, established an education and teaching quality feedback mechanism and incentive and constraint mechanism, and studied and explored a long-term management mechanism for teaching quality that conforms to the modern school management concept.
(2) Establish systems and systems to ensure good operation. The establishment of a scientific, reasonable, and orderly operation of the school internal management system is an important part of the construction of the modern school system, and its essence is to embody the spirit of the rule of law in school management, abide by the education law, and form a good legal order in the school.
Our school is committed to a number of attempts to build a school system, and has established a set of systems to promote the healthy operation of schools. In the process of system construction, our school realizes mutual communication and two-way interaction between managers and faculty members, so that the management system truly represents the will of all faculty and staff. Strive to safeguard the fundamental interests of teachers and staff as the starting point for formulating policies, and ensure the good operation of school organizations with systems. A series of system construction has enabled the school to form a clear responsibility, value, and interest-oriented mechanism, so that the school management process has laws to follow and rules to follow, and promote management to gradually shift from rule of man to rule of law, and enter the track of democratic and scientific development.
(3) Improve the efficiency of implementation and create a management culture. Our school follows the management principle of "institutionalization, democratization, refinement and efficiency", and strives to create a management culture of scientific and humanistic coordinated development.
In practice, we comprehensively implement modern school management, combined with school conditions to refine it into specific work requirements: first, "qualified", refine and optimize the school's rules and regulations in administration, education, teachers, students, logistics management, etc., and establish a school-running quality system in which everything has rules to follow and everyone has rules to follow; second, "orderly", establish a management and operation mechanism of "decision-making-implementation-feedback", strengthen macro-decision-making and regulation, and realize the downward shift of management focus; third, "sentient", Correctly handle the dialectical relationship between system management and people-oriented management, management has rules and regulations, but not cold, so that system management is full of humanistic warmth, so that rigid institutional constraints and flexible humanistic care have been harmoniously unified; the fourth is "effective", so that conventional work to grasp the norms, key work to seek breakthroughs, characteristic work to create brands, improve management efficiency.
"Qualified management, orderly management, emotional management, effective management" is not only the school management goal of our school, but also the school management culture that our school strives to create.
Second, democratic management is the core of promoting the harmonious development of the school
With the acceleration of the process of social democratization in our country, the democratization of schools has increasingly become the core content of school life, which is the reflection of the process of social democracy in schools and the inevitable requirement for the construction of a modern school system. Modern schools are characterized by openness and democracy. Openness and democracy, participation and transparency are the meanings of the modern school system.
(1) Promote democratic decision-making and improve operational mechanisms. Democratic decision-making is the core of democratic management, and democratic decision-making is embodied in the whole process of decision-making, formation, improvement and implementation. Only in this way can the school truly form an operating mechanism of "self-management, self-restraint, democratic management, and social supervision".
The leadership team of our school insists on spending great efforts to make a fuss about democratic education and cohesion of people's hearts. Adhere to the "principal is fully responsible, party organization supervision and guarantee, democratic management of the teaching congress" of the trinity, full participation of the democratic management mechanism, the school major issues by the principal secretary office meeting, administrative office meeting collective research and decision, sensitive issues to the education congress, all teaching and labor conference collective discussion and deliberation. (2) Respect democratic rights and give play to pluralistic roles. The process of democratic management is the process of fully embodying the democratic rights of faculty and staff. Only by respecting the democratic rights of teachers and staff can the democratic management of the school be implemented.
To respect the democratic rights of faculty and staff, first of all, we must expand the right of faculty and staff to know; second, we must expand the right of staff to participate. While strengthening the guarantee and supervision of party organizations, our school has increased the intensity and breadth of the open implementation of school affairs. All matters related to the development plan of the school and the vital interests of the teaching staff are operated by sunshine, and they are all decided through scientific, reasonable and legal democratic procedures, and the decision-making plan is perfected with diversified wisdom.
The school has improved the system of teachers' congresses, held regular meetings of teachers' congresses, discussed the school's reform plan, deliberated on the school's system plan, improved the democratic and scientific nature of school decision-making, stimulated the initiative and enthusiasm of teachers to participate in school reform and development to the greatest extent, and laid a firm foundation for the democratic management of the school.
(3) Broaden democratic channels and strengthen communication and cooperation. In fact, open school affairs and democratic management have always been the goals pursued by the reform of the school management system, and they are also the pursuit of the modern school system.
Our school implements democratic management, smooths democratic channels, and ensures the comprehensiveness and timeliness of school affairs. Regularly hold school work briefing meetings and democracy forums to widely listen to the opinions and suggestions of all teachers and staff. We have specially opened up the "School Affairs Open Column", "Bulletin Board", "Message Column" and "Principal's Mailbox" to ensure the comprehensiveness, timeliness and transparency of school affairs openness, and play a role in quickly transmitting information, reflecting the demands of faculty and staff, interacting up and down, and exchanging ideas in a timely manner.
In order to smooth the channels of democracy, in recent years, the democracy of our school has also been reflected in classroom teaching and teacher-student interaction, in organized school activities, and in the communication and cooperation between the school and the community, families and other members.
Third, the open campus is the guarantee for promoting the sustainable development of the school
The globalization of education is coming to us, and a single closed school education cannot cultivate talents of multiple specifications who can participate in world exchanges, so the modern school system must be based on a large environment. Modern schools are characterized by partnerships between families, schools and governments, and the modern school system should be a system of benign interaction between schools, society and families.
(1) Construct an interactive mechanism to form a benign operation. Schooling plays a leading role in the process of human development, but schooling has unavoidable limitations. Family education and community education have a broader space for activities than school education and families, and the forms of education are also flexible and diverse. Between the community, parents and schools, the construction and operation of the interaction mechanism should be realized.
Our school builds a modern school system in accordance with the organizational structure of an open system, reflecting openness in the access and sharing of educational resources. It has formed a three-in-one socialized management system with school education as the leader, family education as the basis and social education as the basis. Make full use of the educational resources of the family and the community, so that the moral education activities have been expanded and extended. Actively support and cooperate with the community in carrying out various spiritual civilization construction activities such as publicity, science popularization, and respect for the elderly.
(2) Innovate the interactive system and give play to the public use of education. The first is to establish a system of interaction between schools and families. For example, the home visit system, we advocate the richness of home visit forms; the school visit system, which holds two parent meetings every semester, organizes a large-scale open teaching activity every school year, and invites some parents to participate; the parent school system introduces some important measures of the school to parents, answers the doubts raised by parents, and forms a positive interaction between home and school. The second is the system of interaction between schools and communities. The implementation of open schools has effectively promoted the integration of schools into society and facilitated students to carry out social practice, community services, and research-based learning; the systems of police academy co-construction, community co-construction, and enterprise-school co-construction have given full play to the educational function of social moral education resources and laid a solid foundation for cultivating modern citizens with a sense of social responsibility.
(3) Create interactive models to achieve common goals. We have established a growth bag for each student, and do not regularly feedback to parents; we have extensively carried out family education publicity, popularized family education knowledge, popularized the successful experience of family education, and improved the ability of scientific education of children. Our school uses its advantages in mental health education to give psychology lectures for parents, prompting them to correctly understand the growth rules of children and create a good family education environment for children with scientific attitudes and methods. We also communicate with parents through various forms such as telephone, home visits, and the Internet, so that schools and parents maintain a high degree of consistency in the education of students to achieve common goals.
The modern school system should be a school system that is self-managed according to law, an open and democratic system, and a system of benign interaction between schools, society and families. To promote the modern school system, this is a far-sighted and close to the practice of the system project, we will further unify understanding, change the concept, seize the opportunity, deepen the reform, and constantly strengthen the consciousness of the modern school system, expand the new realm of the modern school system, explore new ways of the modern school system, and then promote the overall work of the school to develop forward.
