In order to do a good job in the revision and research of the "Beijing Municipal Work Safety Regulations", on the afternoon of September 28, 5 people from the Social Construction Committee of the Municipal People's Congress went to Shangdi Street to carry out legislative research on the revision of the "Beijing Municipal Work Safety Regulations". Cong Luoluo, member of the Standing Committee of the Municipal People's Congress and chairman of the Municipal People's Congress Social Construction Committee, Zhang Juming and Li Zhengbin, vice chairmen of the Municipal People's Congress Social Construction Committee, Xin Chongyang, Wei Aimin, Wang Zhiqiang, and Wang Fei, deputies to the Municipal and District People's Congresses, Huang Chunming, secretary of the Shangdi Street Party Working Committee, Gong Fei, deputy director of the subdistrict office, and some production and operation units in the region participated in the investigation.
The survey was mainly conducted in the form of a symposium. Cong Luoluo first briefly introduced the background and purpose of the research work, hoping that everyone would speak freely and put forward practical opinions and suggestions to better provide reference for the legislative work of revising the "Regulations".
Subsequently, the relevant person in charge of the Shangdi Street Safety Construction Office introduced the implementation of the street's responsibilities for the supervision of safe production work and the emergency rescue of production safety accidents, and put forward opinions and suggestions on the responsibilities of department supervision and industry business authority from the perspective of grass-roots actual work.
Combined with the characteristics of safe production work in emerging industries and fields, the representatives of the local production and operation units introduced the experience and practices in implementing the main responsibility of safe production, carrying out risk control and hidden danger investigation and governance, and put forward opinions and suggestions focusing on the main responsibility of online ride-hailing, the legal boundaries and social responsibilities of enterprises, the special funds for enterprise safety production and the amount of insurance for safety accident liability insurance.
The four municipal and district people's congress deputies combined the questions and opinions raised by the streets and production and operation units, and put forward opinions and suggestions from the aspects of how to maintain a safe distance from the living areas in industries that are harmful to the health of residents, the responsibilities and powers of relevant regulatory departments, and how to reflect the pertinence of emergency plan formulation.
Huang Chunming said that he will conscientiously study the safety production regulations, combine the actual work of Shangdi Street, and work with the Ping An Construction Office to do a good job in sorting out and supervising work, and contribute to the safety of Shangdi.
On the basis of fully listening to the opinions and suggestions of the local supervision departments, representatives of production and business units, and people's congress deputies, Cong Luoluo stressed that it will conscientiously study the relevant opinions and suggestions of emerging business formats and regulatory departments, attach importance to the application of law and actual operation, conduct in-depth investigation and study, continuously expand the participation of grass-roots units in legislative work, persist in scientific legislation, and invite the competent departments of the industry and production and operation units to work together to conscientiously revise and improve the "Regulations" to ensure the quality of the legislative work of the "Regulations."
