On the morning of August 31, the Gansu Provincial Government held a press conference to report on the completion of the rectification work of the ecological and environmental problems in the Qilian Mountain Nature Reserve. In recent years, under the strong leadership of the provincial party committee and the provincial government, the whole province has worked hard together, the rectification of ecological and environmental problems in the Qilian Mountain Nature Reserve has been fully completed, and the ecological protection of the Qilian Mountains has "changed from chaos to governance and achieved great results".
Qilian Mountain is an extremely important ecological function area for glacier and water conservation in China, and is a natural barrier to ensure ecological security in the western region. Strengthening the ecological and environmental protection of Qilian Mountains is an important part of the national ecological strategy and a practical need and urgent task for the sustainable development of Gansu. In order to do a good job in rectification and reform work, the provincial party committee and the provincial government have set up a leading group for rectification and reform work headed by the main leaders, formulated and issued a rectification and reform implementation plan for ecological and environmental problems in the Qilian Mountain Nature Reserve in Gansu Province, and coordinated the comprehensive rectification and reform work at the three levels of provinces, cities, counties, and relevant departments.
In the course of rectification, the provincial party committee and the provincial government formulated and introduced target assessment measures to implement local main responsibilities through the pilot audit of natural resource assets leaving office, the pursuit of responsibility for ecological and environmental damage, and the revision of the administrative measures for the approval and approval of mineral resources exploration and exploitation in Gansu Province. Subsequently, measures such as the closure and withdrawal of illegal projects, the improvement of the grassland ecological environment, and the confirmation of grassland rights by forest rights certificates were carried out in a differentiated manner, and the rectification work was promoted in an orderly manner. At present, 144 cases of mining rights have been withdrawn and compensated through three ways: cancellation, deduction and compensation; 42 hydropower stations have completed classified disposal, 9 hydropower stations under construction have withdrawn 7 and retained 2, 33 completed hydropower stations have been shut down and withdrawn, and 30 have been standardized; 25 tourism facility projects have been classified and rectified according to differentiated rectification measures. All livestock grazing in traditional co-pastoral areas have been withdrawn and no grazing management has been implemented. The problem of "one land, two certificates" of 5.67 million mu was solved and the rights were confirmed.
In terms of project approval and supervision, the ecological protection red line in the Qilian Mountains area was demarcated, the development of industries that did not conform to the main function positioning was strictly prohibited, planning control and ex post facto supervision were strengthened, and 701 farmers and herdsmen from 208 households in the core area of the protected area were all relocated, and all the houses and sheds in the moved out of the area were demolished. In terms of ecological environmental protection, since 2017, a total of 19.5 billion yuan of various ecological protection funds at the central and provincial levels have been implemented to support the ecological environment governance of Qilian Mountain; the comprehensive management plan for ecological protection and construction of Qilian Mountain has issued a total investment of 3.856 billion yuan, ensuring that the seven major construction tasks identified in the plan, such as forest land protection, grassland protection, wetland protection, water and soil conservation, glacier protection, ecological protection support and scientific and technological support, have been completed. In terms of environmental monitoring and law enforcement supervision, satellite remote sensing monitoring of human activities in protected areas is carried out regularly, the occurrence of ecological environment damage problems is strictly prevented, a series of ecological environment status monitoring and evaluation reports are completed, and the rectification and reform of ecological and environmental problems in Qilian Mountain is carried out to "look back".
At the same time, in October 2018, the Qilian Mountain National Park Administration was established to improve various systems, arrange a total of 740 million yuan of central investment to carry out ecological restoration, environmental monitoring, air-space integration and other construction, and orderly promote the pilot of the national park system. In addition, through the improvement of the ecological compensation mechanism, the pilot system of property rights of natural resource assets and the control system of natural ecological space use, and the preparation of natural resource balance sheets, the long-term mechanism of ecological protection has been continuously improved.
Up to now, the rectification of ecological and environmental problems in qilian Mountain Nature Reserve has involved a total of 31 rectification tasks in 8 categories, 21 with a clear rectification time limit have been completed by the end of 2020, and the 10 rectification tasks that need to be promoted for a long time have been incorporated into daily work and continuously promoted.
The comprehensive assessment results show that the improvement of ecological and environmental problems in Qilian Mountain Nature Reserve has achieved remarkable results, and the quality of the ecological environment has increased steadily and continuously improved. In terms of ecological status, the grassland area has increased significantly, the forest and shrubland have increased slightly, the overall vegetation growth status has improved, and the proportion of significantly improved areas in the total area of protected areas has increased by 37.5%. Vegetation index, vegetation coverage and vegetation productivity all showed a significant upward trend, with vegetation index increasing by 10.88%, vegetation coverage increasing by 7.81%, and vegetation productivity increasing by 14.8%. In terms of environmental quality, the surface water assessment section and drinking water source of the protected area have reached excellent quality, of which the proportion of Class I water has reached 58%; the excellent air quality rate has reached the national assessment requirements, and the soil environmental quality is generally good, which meets the national control requirements.
