Opening the "Records of the Envoys of the Taiwan Strait", Huang Shuxuan wrote such a passage: "The sea ships are more than Zhangquan merchants and merchants trade, and in Zhangzhou, they carry silk thread and zhangsha. Shearing, paper, smoke... When it comes back, it will carry rice, wheat, beans... Sold in Xiamen Zhuhaikou. It can be seen that during the Kangxi dynasty of the Qing Dynasty, tobacco has appeared in the product catalog of cross-strait trade.
In July 1979, the CPC Central Committee and the State Council confirmed the special policy for Fujian Province, and the Xiamen Cigarette Factory, which dared to be the first, moved the idea of "joint venture factory", so that various ideas collided in society, and Xiang Nan, then secretary of the Fujian Provincial Party Committee, expressed concern and encouragement for the joint venture factory. In 1986, the State Administration for Industry and Commerce issued the "Huamei Cigarette Co., Ltd." business license, which is China's first Sino-foreign joint venture cigarette enterprise, which is a highlight moment in the special zone, and its factory site is this old photo of our special pavilion - No. 132 Huachang Road, Huli District. With a slight blur, the photo unveils the shapes of that time and tells a magnificent or unhurried past.

In 1986, the licensed factory building was available, but the funds had not yet been settled. Municipal leaders organized expert discussions on the problems of Xiamen's tobacco industry, and formed a "Minutes of the Meeting on the Development and Technological Transformation of Xiamen Tobacco Industry" (Xiamen Government Office [1986] No. 048), and the funding problem was solved. On October 28, 1988, the company was officially put into production.

Tobacco is a special consumer product, and its industry is responsible for the important task of increasing the accumulation of funds for national construction. In the winter of 1989, Chairman Liu Weican received a call from Comrade Xiang Nan, talking about his original intention and difficulties in establishing the Poverty Alleviation Foundation, Liu Weican said happily: "Elder Xiang is so old, he is still working for the country and relieving the people's worries, when I and the enterprise encounter difficulties, you fully support, and now we will definitely support you!" Huamei people immediately threw themselves into the battlefield of poverty alleviation in the motherland, and soon the company donated 400,000 yuan to the foundation, and then donated 10 million yuan of tax profits of 5,000 boxes of production indicators to the China Foundation for Poverty Alleviation, which fully embodied the spirit of Huamei people's responsibility to shoulder and repay the society.
According to the cooperation agreement, on August 28, 2004, the board of directors of Huamei Cigarette Co., Ltd. transferred the equity of Huamei other than Xiamen Tobacco to Xiamen Cigarette Factory for 140 million yuan. On August 30th, a grand unveiling ceremony was held at the original site of Huamei Cigarette Co., Ltd. on Huachang Road, which means another butterfly change in Xiamen Cigarette Factory.
