On November 3rd, at the first "North Bund International Shipping Forum" Green and Low Carbon Thematic Forum, experts and scholars from home and abroad focused on the theme of "Strengthening Green Cooperation and Jointly Promoting Shipping Transformation", in the context of carbon peaking and carbon neutrality, discussed the current technological innovation, management measures and best practices of green and low-carbon shipping, shared Chinese technologies and solutions, and promoted the realization of international climate mitigation goals, and exchanged advanced experiences on the development of new technologies for port environmental protection management systems, green port construction and air pollution control. Promote the common goal of green ports and green oceans around the world.
Huang Tianbing, deputy director of the Department of Maritime Environmental Protection of the International Maritime Organization, said that the decarbonization of shipping requires innovation, scientific research, infrastructure and other elements to ensure the promotion and application of low-carbon and zero-carbon fuels. He said that the development of green shipping is an important agenda for the current work of the IMO, which is making great efforts to shift the global shipping industry to low-carbon and zero-carbon through working mechanisms such as the Global Maritime Technical Cooperation System.
As the world's largest container port and international shipping center, Shanghai attaches great importance to the green development of ports and shipping, and has achieved remarkable results in many aspects such as policy guarantees, the construction of shore power facilities at terminals, and the implementation of ship greenhouse gas emission reduction projects.
It is understood that since April 1, 2016, Shanghai Port has taken the lead in implementing the emission control zone policy of sulfur content of ≤ 0.5% m/m fuel oil during the berthing of ships. From October 1, 2018, together with the core ports of the Yangtze River Delta, stricter control measures for ship emission control areas will be implemented in advance, that is, ships entering the core ports of the emission control area must use fuel oil with a sulfur content of ≤0.5% m/m.
Shanghai is also the first city in China to carry out shore power pilots, and in 2010, the first set of port mobile low-voltage shore power systems in China was built at the Waigaoqiao Phase II Container Terminal. The use of shore power can effectively reduce the use of fuel oil for ships to generate electricity and reduce emissions. In 2020 alone, the construction of 22 sets of shore power facilities and 38 shore power berths will be completed, and there are currently 68 specialized shore power berths in the city, with a coverage rate of 79%.
In promoting the construction of green airports, in September 2019, the opening of the Pudong Airport South Satellite Hall greatly improved the aircraft bridge rate and reduced the use of remote aircraft seats. Pudong Airport and Hongqiao Airport have the ability to provide bridge-borne power and air conditioning to docked aircraft, and in 2020, the utilization rate of bridge-borne power supply at Pudong and Hongqiao Airports is 98.5% and 99.8%, respectively.
The implementation of a series of measures has effectively improved the environment of the port area and the airport. In 2020, in addition to the so2 concentration of conventional pollutants in the port area, the concentration of so2 was flat year-on-year, and the rest were year-on-year, with a decrease of 4-15%. In 2020, the average annual concentration of major conventional pollutants in the airport air environment decreased year-on-year, with a decrease of 6-12%.
The high quality and sustainable development of the shipping industry requires global cooperation. Li Guanyu, deputy director of the Department of International Cooperation of the Ministry of Transport, said that in the development of green shipping, the Chinese government attaches great importance to the emission reduction of the shipping industry, puts forward a clear carbon peak carbon neutrality target, and takes specific measures to actively promote the high-quality development of shipping. In the context of global climate governance, all parties have strengthened communication and cooperation to jointly explore solutions to global challenges such as promoting the sustainable development of shipping and responding to the climate crisis.
It is reported that Shanghai has clearly stated in the "14th Five-Year Plan" for the construction of an international shipping center that it will create a new ecology of low-carbon environmental protection, wisdom and efficiency of the shipping industry, and realize the intensive utilization of land and shoreline resources, the control of pollutants, energy consumption conservation and energy cleanness.
To this end, Shanghai will promote the construction and use of clean energy facilities such as shore power and lng refueling stations, promote the application of new energy and new technologies for ships, and strengthen the prevention and control of pollutants in ports and shipping. Build a safe green smart airport, strengthen safety management in the whole process of operation, coordinate the planning and construction of airport pollution prevention and control supporting facilities, and promote the intelligent development of airports.
At the same time, we will strengthen the comprehensive management of the Yangtze River estuary waterway and promote the construction of direct access channels between rivers and seas such as the east extension of the Dalu Line. It is planned to build a multimodal transport center in Lingang and a special line for the arrival of the Waigaoqiao Railway, lay out inland container terminals, and expand the sea-rail intermodal transport market.
