According to Reuters reported on July 22, White House spokesman Psaki claimed at a press conference on the same day that the Biden administration strongly supported the second phase of the traceability plan, and the United States was "deeply disappointed" by China's rejection of the plan.

Psaki boasted that the United States had promoted the so-called "scientific investigation" of the origin of the new crown through "multilateral means", and used it to attack China's "irresponsible and dangerous position", and falsely claimed that China "did not fulfill its obligations".
She concluded by claiming that the U.S. focus now is to establish so-called "multilateral efforts and support" to continue to "put pressure" on China.
On 16 July, WHO unveiled its so-called phase II plan for the traceability of the new crown virus, which again calls for a review of locations such as the Wuhan virus laboratory. A small number of countries, led by the United States, have made similar demands many times before.
In this regard, Chinese Foreign Ministry spokesman Zhao Lijian responded on the 19th that the second phase of the traceability work plan proposed by the WHO Secretariat is inconsistent with the position of China and many countries on the issue of traceability.
"We are concerned about the current politicization of traceability issues by individual countries, and hope that WHO will uphold the scientific, professional and objective spirit, work with the international community to jointly safeguard the scientific and serious nature of traceability research, jointly resist the reverse flow of politicizing the traceability issue, and jointly maintain a good atmosphere for global anti-epidemic cooperation."
Zeng Yixin, deputy director of the National Health Commission, made it clear on the 22nd that this plan will "China violate laboratory rules and cause virus leakage" as one of the research priorities, which reveals the disrespect for common sense and the arrogant attitude towards science, "We cannot accept such a plan." ”
"I was surprised to hear about this plan," Zeng Yixin stressed, adding that China opposes the politicization of the traceability of the new crown virus. The second phase of work should be extended on the basis of the first phase, guided by WHO Resolution 73.1, and after full consultation and discussion, the first phase of work should not be repeated for those that have already been carried out, especially those that have clear conclusions.
