In the "Record of Yueyang Lou", there is a cloud that "if you live in the height of the temple, you are worried about the people", but for a long time, "living in the height of the temple", it is easy to detach from the masses and from reality. Fan Kai, a section member of the Beijing Municipal Guidance Center for The Relief service for the Needy Masses, knows very well that although he is not "at the height of the temple," as a party member and cadre, he should bear in mind the purpose of "serving the people wholeheartedly" and never be separated from the grassroots and the masses. With this in mind, in April 2019, he was selected to serve as the first secretary of Tahe Village, Qingshui Town, Mentougou District, Beijing.
Just came to Tahe Village, the unfamiliar working and living environment made Fan Kai a little uncomfortable. Although he has been working in the frontline of serving the people in need for many years, he is completely a "novice" to rural work. At this moment, Fan Kai had to start everything from scratch. To grasp work, we must have great ambitions and, still more, we must have a scientific attitude. In order to change roles as soon as possible, Fan Kai set up a "three-step" plan for himself -
The first step is to study seriously and improve communication. On the one hand, Fan Kai asked himself to focus on learning about the construction of rural grass-roots party organizations and grass-roots democratic politics, and the knowledge of policies and laws and regulations related to agriculture and rural areas. On the other hand, he threw himself down, put down the shelf, and mastered many ways and methods to do a good job in rural work by taking the initiative to learn from the comrades around him.
The second step is to conduct in-depth research and familiarize yourself with the village. "Only by walking around, taking a look, listening, and asking questions can we go deep among the masses and grasp first-hand information." Fan Kai said that he appeared in the field or in the farmer's home almost every day. How is the harvest recently, what is the income of the family, and what difficulties need the help of the village to solve... In gossip, Fan Kai learned the truest thoughts and the truest desires of the masses.
The third step is to exercise diligently and accumulate experience. In order to familiarize himself with rural grassroots work as soon as possible, Fan Kai took the initiative to apply for cooperation with the village to do a good job in environmental remediation, flood prevention and fire prevention, comprehensive treatment, etc., and accumulated rural grassroots work experience.
Through the "three-step approach", Fan Kai successfully realized the transformation of his role, and also deepened his understanding of the problems of Tahe Village - as a municipal low-income village, there are few young people and many elderly people in Tahe Village, and the collective economy is weak, and everyone has almost no other income except pensions, returning farmland to forests and subsidies for public welfare posts. If we want to lead the whole village out of poverty, we must be targeted and devote great efforts to doing a good job in the economy.

Doing a good job in party building and promoting poverty alleviation is an important experience for poverty alleviation in poor areas. Therefore, Fan Kai is determined to start from the construction of a strong party branch and unite the development of synergy.
First of all, Fan Kai insisted on guiding the cadres of the "two committees" of the village to adhere to a high standard of positioning when carrying out their work, and implemented the systems of "three meetings and one lesson," "four discussions and two openness," and "three services openness, so as to further enhance the combat effectiveness of party organizations and thus give play to the leading role of party branches. On this basis, Fan Kai and the cadres of the "two committees" of the village have continuously improved the rural governance mechanism under the leadership of the party organization and the rural governance system that combines autonomy, rule of law, and rule by virtue, and improved the work of making village affairs open and democratic management, so that the villagers' autonomy function can be strengthened. In addition, we will actively carry out the theme education of "not forgetting the original intention and keeping the mission in mind" in the village, strengthen the party's ideological and political construction, deepen the education within the party, and promote the extension of the comprehensive and strict management of the party to the grass-roots level.
At the same time, Fan Kai is also thinking: how to transform the results of theme education into vivid practice to help accurately alleviate poverty? Letting those around you influence those around you may be the best way to do it. Fan Kai tried to take the lead in organizing a party member household listing activity in the village. When party members are studying, all party members in the education village have conscientiously carried out comparative inspections around the "four stresses and four haves," and in accordance with the standard of "one party member and one banner," they should not only embody the advanced nature on the sign at the doorstep of their homes, but also take the lead in embodying the "four stresses and four haves" in ideology and in action. "Putting the sign on the wall" has enhanced the vanguard and exemplary consciousness of all party members. Looking at the party members actively taking the lead in keeping the village rules and regulations and contributing to the construction of beautiful villages, the people in the village have an object to learn from and emulate, and the people's hearts have slowly condensed.

Ya Zhai lay down to listen to Xiao Xiaozhu, suspected to be the voice of folk suffering. Fan Kai did not dare to forget the task of leading all the villagers in Tahe Village out of poverty. He knew that one of the reasons why Tahe Village was poor was its remoteness. But the actual conditions are like this, can't we get rich? The mountain high road is far from the short board, but General Secretary Xi Jinping also said that "green water and green mountains are golden mountains and silver mountains", so if Tahe Village wants to be rich, it should also make a fuss about the landscape. After changing his thinking, Fan Kai decided to dig deep into the value of various natural and human resources in the village.
Knowing that Mentougou District has a special support policy for red party building, and that the village happens to have red resources such as the Advancing Army Headquarters and the former site of the Jirecha Military and Political Committee, is this not exactly the economic growth point that can be developed? Fan Kai and the staff of the "two committees" of the village jointly declared the repair of cultural relics to the Cultural Center of Qingshui Town, and through docking with enterprises such as the Beijing-Tianjin-Hebei Intercity Railway Investment Co., Ltd. to plan the repair project, laid a solid foundation for the preparation of the party building education base.
At the same time, on the basis of summarizing the past work experience, Fan Kai continued to make efforts to do a good job in the two low-income support projects of Schizandra and Zaoyuan, and tried to vigorously develop tourism by taking advantage of the development opportunities of the beautiful rural pilot project and the geographical advantages of the adjacent Baihua Mountain Scenic Area. Nowadays, Fan Kai is actively contacting relevant enterprises, hoping to create a characteristic industrial cluster for Tahe Village through strong alliances, which is dominated by red tourism, boutique folk tourism reception, characteristic fruit planting, and ecological leisure tourism.
It is better to teach people to fish than to teach people to fish, and this truth fan Kai could not be clearer. In order for the villagers to continue to increase their income, Fan Kai plans to invite experts from the Academy of Agricultural Sciences to come to the village to conduct professional training in the cultivation of fruit trees and Chinese herbal medicines to help the villagers master an income-generating skill. In addition, he will also give full play to his business advantages and actively promote social assistance policies to villagers.
After coming to Tahe Village for more than a year, Fan Kai has done a lot of things. But no matter what I did, Fan Kai always said, "These are just some of the small things I did for the village." "The difficult things in the world must be easy, and the big things in the world must be in detail", it is precisely because of the great efforts to do a good job in the little things bit by bit, he can lead Tahe Village to move forward steadily on the road of poverty alleviation.
