The series of advanced deeds of "two excellent and one first" was broadcast
In order to solidly carry out the relevant propaganda activities to celebrate the 100th anniversary of the founding of the Communist Party of China, and continue to promote the study of party history and the education and rectification of the public security contingent to further deepen and solidify, in accordance with the work requirements of the party committee of the autonomous regional public security department, the press and propaganda department of the department planned to carry out a series of publicity activities on the advanced deeds of "Red July" and "two excellent and one first". The advanced deeds of the "two excellent and one first" advanced individuals and collectives who have won national commendations, autonomous region-level commendations and public security department-level commendations have been widely publicized, and the vast number of police auxiliary police officers at all levels of public security organs at all levels in the region have been led to deeply study and implement the spirit of General Secretary Xi Jinping's "July 1st" important speech with advanced models, and a wave of study and publicity and implementation has rapidly arisen.
He is the "old scalper" in the eyes of his colleagues, and he likes to work hard; he uses a scalpel to peel away the cocoon and restore the truth and watch for justice. In the past 24 years since he was a police officer, he has the courage to take on the responsibility, face difficulties, and take the detection of homicides as the primary task, in 2012 he was rated as the national outstanding people's police, in 2015 he was rated as an advanced worker (labor model) in the Inner Mongolia Autonomous Region, enjoyed the national public security organ excellent professional and technical personnel bonus, in 2017 was rated as the national outstanding criminal police, and in 2021 by the Ministry of Public Security awarded the honorary title of "National Public Security System Second-level Hero Model". He is the deputy head of the criminal investigation detachment of the Ulanchabu City Public Security Bureau, forensic doctor Chen Tai.
Let every corpse "speak"
In the public security criminal investigation team, forensic doctors are either dead or injured, crying and complaining, and smelling blood and putrefaction. Whether it is day or night or a long way to the mountains, as long as there are corpses, forensic doctors must rush to the scene rain or shine to conduct investigations and autopsies. Chen Tai, deputy head of the criminal investigation detachment of the Public Security Bureau of Wulanchabu City, Inner Mongolia, is such a person who can sort out a clear vein of a case that is like a mess, let the corpse "open" to speak, seek justice for the deceased, and comfort the living. In the past 24 years, Chen Tai has examined more than 1,000 corpses, conducted more than 500 personal injury appraisals, examined thousands of physical evidence materials, participated in or presided over more than 400 on-site investigations of major cases, and conducted more than 500 forensic appraisals of major or difficult cases, providing strong support for the investigation and cracking of cases with his professional skills.
Dig out the truth at the scene of a serious crime
In September 2012, a vicious homicide occurred in Fengzhen City. Chen Tai, who was in the hospital for infusion, pulled out the needle and rushed to the scene with his comrades-in-arms at the first time. Due to the high degree of corruption of the body and the lack of evidence at the scene, it has caused great difficulties in the detection of the case. Chen Taichong was at the forefront and took the initiative to take on the most bitter, tired and dangerous work. Even if maggots squirm around his feet and flies fly around his body, they did not interfere with his meticulous and serious work. After the autopsy was completed, he did not care to rest and dissected the body again. During the dissection, his snot, tears, and psychological and physiological stimulation reached their limits, but he worked for 8 hours in a row. After the autopsy, wherever he sat, the stench of carrion was brought to him, so that everyone did not dare to be with him. Through on-site investigation and autopsy, Chen Tai believed that the nature of the case was that he killed, the tool for causing injury was a sharp weapon, and the time of death was determined to be fifteen days ago according to the decay of the body and the growth of maggots in the room. Based on his conclusions, the command formulated investigative measures and determined the direction of the investigation, and the case was quickly solved.
Choosing forensics, Chen Tai has never regretted it. Because we can constantly reveal the truth, we can bring criminals to justice, we can comfort those who have lost their lives, and can we let the people truly feel that fairness and justice are all around them. From the day he entered the public security organs, he held a firm belief: the work of forensic medicine should be refined, and every appraisal made must be able to withstand the test of history. It is with this spirit of excellence and perseverance that Chen Tai has been tested.
Be diligent in learning and practice the "basic skills"
After graduating from university, Chen Tai has not given up his study of forensic science. In line with the idea of "practicing the basic skills well" in order to better serve the investigation and cracking of cases, he systematically studied the business knowledge of "Forensic Pathology" and "Forensic Injury Science", and paid attention to the integration of theory with practice, emphasizing its application in actual combat. He constantly summarizes the gains and losses in his work and strives to improve the level of forensic examination and appraisal. At the same time, he also took advantage of the opportunity to participate in the national forensic young talents training class organized by the Ministry of Public Security to study and exchange, broaden his horizons, expand his thinking, and master the latest knowledge of current forensic science, laying a solid foundation for forensic practice.
On December 8, 2012, a house near the fourth road opposite the railway station in Jining District, Ulanchabu City, suddenly caught fire, and the Jining District Public Security Fire Special Service Squadron, which rushed to hear the news, quickly extinguished the fire. When cleaning up the scene, 2 men, 2 women and 4 bodies were found, and the bodies were wrapped and bound by tape paper and cloth strips, and the fire immediately rose to a serious homicide. Due to the heinous nature of the case and the rarity of the modus operandi, the case was listed as a listed supervision case by the Ministry of Public Security and the Public Security Department.
After receiving the report, Chen Tai rushed to the scene of the crime at the first time and conducted a meticulous and comprehensive investigation of the scene. Through his joint efforts with other technicians, many valuable physical evidence was finally extracted. Chen Tai spent two more days and two nights to complete the examination of the four corpses. By observing the damage of the corpse, combined with the on-site investigation, Chen Tai objectively analyzed the criminal suspect's crime process and successfully painted a portrait of the criminal suspect; through the degree of digestion of the stomach content during the autopsy and the corpse spots, corpse stiffness, etc., Chen Tai accurately inferred the time of death of the deceased; through the examination of the body's pubic bone joint, accurately inferred his age; after a comprehensive and systematic autopsy work, the analysis believed that the causes of death of the four deceased were mechanical asphyxiation. Forensic work has provided strong technical support for the detection of the case and has also played an important role in the timely arrest of criminal suspects.
Providing support for solving cases through meticulous work is Chen Tai's greatest wish. For 24 years, Chen Tai has been fighting in the front line of public security criminal investigation. Extraordinary dedication, selfless investment, and indefatigability are the freeze-fixing of leaders and colleagues.
