According to batman-news, the villain is actually played by Harry Potter series and Ice Storm actor David Hurris, whose look is clearly a mix of cgi special effects and actual effects. The reason why the character depended on cgi for handling was perhaps because the armor of the God of War was so thick that it was a bit impractical for David Huris to wear this outfit, or it was to make his red eyes look more sinister and fierce when he shot out of his helmet.
