In order to support the high-level reform and opening up of Pudong New Area to build a leading area for socialist modernization construction, the National Copyright Administration approved and supported the construction of a national copyright innovation and development base in Pudong New Area, and the Propaganda Department of the Shanghai Municipal Party Committee of the Communist Party of China (Shanghai Municipal Copyright Office) formulated the "Several Measures on Supporting pudong New Area to Build a National Copyright Innovation and Development Base" to support Pudong to carry out pioneering innovations and breakthrough institutional reforms in the copyright field.
The National Copyright Administration and the Shanghai Municipal Copyright Administration supported the exploration of the reform of the copyright registration system in Pudong New Area, and took the lead in carrying out cross-regional registration of works based on the principle of "the place where copyright acts occurred". Works of copyright holders in other provinces, autonomous regions and municipalities directly under the Central Government (excluding Hong Kong, Macao and Taiwan) that meet the conditions for the registration of works in Pudong New Area can enjoy the "citizen treatment" of registering works in Shanghai.

Professor Fei Jun is a well-known creator of the School of Design of the Central Academy of Fine Arts, and his audiovisual work "Interesting World" was presented in the Shanghai Free Trade Zone after participating in the 58th Venice Biennale, becoming the first batch of works registered in Shanghai on the principle of "the place where copyright acts occurred", and the registration certificate number is Huzuo Dengzi -2021-i-02045793. In addition, some works of creative institutions in the Yangtze River Delta region such as Nanjing and Yangzhou have also completed registration in the free trade zone, and the registration certificate has been obtained on the spot.
The registration of cross-regional works marks an important step forward in Shanghai's exploration and practice in terms of the jurisdiction of work registration. In Pudong, the "Pudong Model" of innovating and promoting the reform of "decentralization service" for the registration of works can be incorporated into Pudong's intellectual property protection system while receiving the initial registration certificate, forming a one-stop service integrating rights confirmation, use of rights and rights protection.
The surging news reporter learned that the pudong new area has a high level of reform and opening up, and copyright is a strategic resource. In the past five years, pudong new area has produced outstanding works, and the number of works registered has increased from more than 5,700 in 2016 to 210,000 in 2020, achieving nearly 40 times growth; software copyright registration has achieved a 5-fold increase, and more than 6,000 enterprises have registered software copyrights. In 2020, the revenue of the cultural industry in the whole region reached 160.9 billion yuan. With the continuous construction of the National Copyright Innovation and Development Base in Pudong New Area, more and more outstanding works will take root and blossom in Pudong and promote the development of Pudong's cultural industry.
