On January 1, 1912, the Provisional Government of the Republic of China was established in Nanjing, and Sun Yat-sen was inaugurated as the Provisional President of the Republic of China. Subsequently, the Provisional Government used great strength to remove the old and the new, and changed customs and customs. For example, the use of the solar calendar, the abolition of torture, the cutting of braids within a limited period of time, the prohibition of foot binding, the abolition of kneeling, and so on. In an order to change the title of an official, Sun Yat-sen pointed out:
"The official office is the organ that governs the world, and the staff are the servants of the people, and they are not a special class. Before checking the official hall, depending on the superiority of officials and so on, there are names such as adults and masters, and those who receive them are ashamed, and those who give are disembodied, and there is no righteousness. After the restoration, the official offices of the central and local governments were not bothered, and they still followed the old name, which was particularly the glory of republican politics. Subsequently, the personnel of each official office should be commensurate with each other, and the official position should be xian, and the common title of the people should be known as Mr. and Jun, and shall not be used as a bad name along the former Qing official hall. To this end, the Ministry was ordered to comply, and the official offices were immediately notified, and the subordinates were transferred, which was a sign of this meaning. ("Ordering the Ministry of the Interior to Notify the Removal of the Former Qing Official's Office Title Text," March 2, 1912, The Complete Works of Sun Yat-sen, vol. 2, p. 155.) )
This should be the origin of the term "servant of the people" in the modern sense.
