According to the website of the Ministry of Foreign Affairs, on October 31, 2021, local time, State Councilor and Foreign Minister Wang Yi met with US Secretary of State Blinken in Rome.
Wang Yi said that in recent years, due to the erroneous China policy pursued by the US side, Sino-US relations have suffered a comprehensive impact. The United States has wantonly interfered in China's internal affairs, and the current Congress has introduced more than 300 anti-China bills. The US side has included more than 900 Chinese entities and individuals in various unilateral sanctions lists, which has seriously undermined normal exchanges between China and the United States. The US side is also piecing together various small circles to suppress China on a global scale, and even exerting pressure on many small and medium-sized countries. These practices do not conform to the interests of the two peoples, the expectations of the international community and the development trend of the times, and China clearly opposes them.
Wang Yi said: The important experience accumulated by the two countries over the past 40 -odd years since the establishment of diplomatic relations is that China and the United States "benefit both sides by combining, and hurt both by fighting." The truth of the many contacts between the two sides in Anchorage, Tianjin and Zurich is that the two countries must respect each other and treat each other as equals. The Secretary-General of the United Nations has repeatedly called on the world to prevent division and avoid a new cold war. The important consensus reached by the heads of state of China and the United States in the two phone calls is that the two sides should restart dialogue and avoid confrontation. At present, the two sides must earnestly implement the consensus reached by the two heads of state and make political preparations and provide the necessary conditions for exchanges in the next stage.
Wang Yi said: I am willing to establish regular contacts with you to exchange views in a timely and frank manner on how to manage differences between the two sides and properly resolve problems that arise, so as to enhance understanding, eliminate doubts, avoid misjudgment, and explore cooperation.
Wang Yi pointed out that the Taiwan issue is the most sensitive issue between China and the United States. Once the handling is wrong, it will cause subversive and overall damage to Sino-US relations. Recently, the situation in the Taiwan Strait has been tense again, and the US side has repeatedly said that this is caused by China's change in the status quo. This is not a fact at all, but a gross misleading act for the international community. Wang Yi stressed: The real status quo of the Taiwan issue is that there is only one China, Taiwan is a part of China, and the mainland and Taiwan belong to the same country. Historical experience has proved many times that any change in this status quo will seriously damage the stability of the Taiwan Strait and even create a crisis in the Taiwan Strait. The crux of the current situation in the Taiwan Strait is that the Taiwan authorities have repeatedly tried to break through the one-China framework, and the US side's connivance and support for the "Taiwan independence" forces is also to blame. To stop the development of the "Taiwan independence" trend is to safeguard peace in the Taiwan Strait. We advise the US side to realize the serious harm of "Taiwan independence." We demand that the US side pursue a real one-China policy, not a fake one-China policy; we demand that the US side fulfill its commitments to the Chinese side instead of betraying its faith; and that the US side truly implement the one-China policy into action, rather than saying one thing and doing one thing at a time.
Blinken reiterated that the US side will continue to adhere to the one-China policy. Blinken said that the US side agrees that the United States and China should develop bilateral relations in the spirit of mutual respect, and is willing to maintain communication with the Chinese side, manage differences responsibly, and avoid confrontation or even crisis.
Wang Yi also expressed China's solemn concerns about various issues that harm China's legitimate rights and interests, and demanded that the United States change course and push Sino-US relations back to the track of healthy development.
The two sides also exchanged views on important issues such as climate change, energy supply, the Iranian nuclear issue, the situation on the Korean Peninsula, Myanmar, and Afghanistan, and expressed their willingness to maintain dialogue on addressing various global challenges.
