According to Wang Zhangtao, a scholar of literature and history, the compilers of the Quan Tang Wen are three chief executive officers, seven vice president officers, five chief reading officers, three transfer officers, three promotion and general transfer officers, six general editors, twenty-one revision officials, and twenty assistant repair officers and receiver officials.

In the leap February of the nineteenth year of Jiaqing (1814), the Quan Tang Wen was completed, and the publication was mentioned on the agenda. On the 25th of that month, Dong Yu, the president of wenying hall who presided over the matter, mentioned in the recital that Jiangnan was a humanistic source, and there were many people who could serve as schoolmasters in the jixue and the book collection house, and the Wenhui Pavilion, which also collected the "Four Libraries and Complete Books", was located in Yangzhou, which was the most suitable for publication in Yangzhou.

The Jiaqing Emperor immediately issued an edict, and although the reason for the edict was stated by Dong Xuan, there were still two reasons for careful speculation: First, this move was originally the Jiaqing Emperor's "holy track" of inheriting his father and ancestors, and the great-grandfather Kangxi Emperor carved the "Quan Tang Poems" in Yangzhou, and the engraving of the "Quan Tang Wen" followed its old ways, wouldn't it be big and beautiful! The second is to send it to Yangzhou for engraving, the cost is not from the royal pocket, and the two Huai salt merchants who pat the horse's ass will pay for it themselves, so why not enjoy it.

The Quan Tang Wen is voluminous, and many people must be assigned to the collation. According to the original recital, if there is an occasional Que Yi, the wenhui pavilion "Four Libraries of the Whole Book" and the interview with the book collection home detailed, if there is a basis, the letter and the full sign, according to the original instructions of the library to handle. It is this book that must be literate and scientific, and those who have run the library books will not be hasty. Among the gentlemen in the nearby provinces, there are those who are now in charge of Yangzhou Academy, there are those who are idle at home, and there are also those who have returned home after reporting illness and are still wise in their eyes and ears. Among them, there are people who have run library books, and they are more familiar with the rules. Now, after extension, a library has been set up, which has been proofread separately and ordered for detailed investigation. In the future, if there is an accident, it is necessary to ask another person to take care of it at any time, in order to quickly solve the problem. 10 days later, on June 29, Akdan A submitted the above-mentioned operation plan to be folded; for another 20 days, Akdang A was given to Zhu Ping, although he only "knew" the three words, indicating that the plan was approved for implementation.

Akdang'a was a powerful faction sent by the Qing court to the Lianghuai region, and his official style during his tenure in Yangzhou was good, especially advocating culture and religion, and it is not too much to be praised as "too conservative in articles". Shortly after he arrived in Yangzhou, in February of the following year, he initiated a major campaign to preserve the historical materials of Yangzhou, and launched the reconstruction of the "Yangzhou Fuzhi" with a large hand, of which the publication of the "Quan Tang Wen" was the most outstanding.

The 13th volume of the "Yangzhou Imperial Archives of the Qing Palace" shows that the Quan Tang Wen was engraved in Yangzhou in September and October of the twenty-first year of Jiaqing (1816). Akdang'a sent a member to present the newly inscribed Quan Tang Wen to the Qing court, and on October 27 of that year, he submitted the reason for the completion of the book's school publication and the submission of the letter.

The publication of "Quan Tang Wen" was completed, and a major literary event in the Jiaqing Dynasty came to an end, and everyone was very happy. The matter of rewarding the Quan Tang Wen began one after another. On November 26 of that year, Chen Xi, the former attendant of the Ministry of Works who was sent to the pavilion and editor of the Quan Tang Wen, was appointed vice president, Chen Songqing, a cabinet scholar, was appointed as the general reading officer, and Mu Zhang'a was once appointed as a transfer officer.

On the tenth day of the first month of December, Akdang A was given an edict, the main contents of which were fourfold: First, Akdang Aqian was demoted from the commander of the Internal Affairs Ministry's Protectorate to langzhong of the Ministry of Internal Affairs. Now the Garn Reward also wears three pins. Second, Su Leng'er had made a mistake in handling British tribute envoys before, and he demoted the waiter, still wearing three pins to wear, and now rewarding the two pins to wear.

Wang Zhangtao introduced that Su Leng's forehead has a lot to do with the Quan Tang Wen. From the sixtieth year of Qianlong to the first year of Jiaqing (1795-1796), Su Leng, who was in charge of the Lianghuai Yan government, bought the old manuscript of the Quan Tang Wen for a large amount of money, submitted it to the imperial court, and hid it in the Ministry of Internal Affairs. The Jiaqing Emperor ordered the compilation and revision of the Quan Tang Wen, that is, based on this manuscript, so Su Leng'e had meritorious service first, and the old manuscript and the new engraving were from Yangzhou, which is also a miracle.

The third is to give a discussion to the businessmen who donated funds to undertake the project, and ordered to find out that those who donated a large amount were sung. The fourth is to clearly state that the compilation and publication of the Quan Tang Wen was originally Jiahui Shilin. It was reasonable for the gentry of Akdang Adai Jiangnan to demand the printing of their own paper and ink prices, and it was reasonable to approve the preservation of the plates in the warehouse, and to meet the needs of the gentry and so on, they would be printed and widely circulated.

From the bottom up, from Akdan'a to the Minister of Internal Affairs, he thought that the editing and engraving of the Quan Tang Wen was superior, and when he was immersed in everything, the Jiaqing Emperor's changing ideas at any time made them throw themselves into another round of busyness, but this new task also reflected the Jiaqing Emperor's emphasis on Confucianism and the importance of literature circulation, and it was also seen that he was by no means an idle person in terms of book binding.

On October 29, 2003, Yinghe, minister in charge of the Interior, received an edict from the Imperial Household, which made new demands on the Quan Tang Wen. On November 14, Akdang Affin sent an edict to Yinghe and immediately obeyed it. On the 25th day of the first month of the following year, the committee members and the official Shang Gongzhen went to Wenhui and Wenzong's second pavilion to set up one each; the other committee member Gongfeng went to Zhejiang to entrust Cheng Guoren and Yanzheng Guangtai to set up Wenlan Pavilion. On the same day, Akdan'a reported the above situation.
