Zhang Zhiwan (1811-1897), courtesy name Ziqing (字子青), was a minister of the late Qing Dynasty whose hometown was directly subordinate to Nanpi, in present-day Shuangmiao Village, Liu Bali Township, Nanpi County, Cangzhou City, Hebei Province, and was the cousin of the famous minister Zhang Zhidong. In the twenty-seventh year of Daoguang (1847), he was the first to enter the rank (Yuan). In the second year of Guangxu (1876), he served as the inspector of Henan, moved to caoyun, and successively served as the inspector of Jiangsu and the governor of Fujian and Zhejiang. In the eighth year of Guangxu (1882), he was appointed as the Shangshu of the Bingbu Department, and later transferred to the Punishment Department. In the tenth year of Guangxu (1884), he went to the Military Aircraft Department and concurrently served as the official Shangshu. He was promoted to a fellow of the Co-organizing University of Tu, a fellow of Tirenkaku University, and a fellow of Togaku University.

Zhang Zhiwan was the patriarch of the Four Dynasties of Daoguang, Xianfeng, Tongzhi and Guangxu in the Qing Dynasty, and the highest-lived figure in Chinese history. Zhang Zhiwan not only made great achievements in politics, but also was a calligrapher and painter. The Dictionary of Chinese Art introduces him: "Good at painting landscapes, devoted to Wang Yi, with a pen mianmiao, bones are beautiful and clear." Many of the cultural relics in the Huimin Museum were left behind by the Cultural Relics Management Committee of the old Bohai Region before liberation. At that time, the Bohai region included parts of the border between present-day Hebei province and Shandong province. Many cultural relics were collected in the Hebei region. In the jade seal engraving seal in the museum's collection, there are seal inscriptions such as "so-and-so in the river".
