Zhao Hui: It is necessary to establish a housing demand structure at different ages

Beijing, 19 Jan (People's Daily Online) -- Today, the "Seventh Real Estate Value Forum" sponsored by the People's Daily was held in Beijing. With the theme of "Devoting New Ideas and Building a New Pattern", Zhao Hui, former chief economist of the Ministry of Housing and Urban-Rural Development, delivered a keynote speech on the theme of "Grasping the Phased Law of Housing Issues and Improving Policies". He believes that China is still in a stage where the housing problem is more prominent, especially in large cities. Therefore, we should focus on solving the housing difficulties of low- and middle-income classes and new citizens in large cities, and establish an age-based housing demand structure.

Zhao Hui introduced that the housing needs of each family member at different stages of age to obtain housing capacity are different, for example, young couples can rely on rental housing or smaller houses to solve housing problems, and then transform into better residences after middle age.

Zhao Hui believes that the seriousness of the housing problem changes with the gradual change of urbanization and economic and social stages. The housing problem in the rapid urbanization stage is the most prominent: a large number of people pour into the city, new citizens housing difficulties, the original old housing conditions are poor, the original residents' demand for improvement is very large, the proportion of middle and low income population is relatively high, the demand for self-improvement is large, the accumulation of public housing resources, urban infrastructure is relatively weak, and the rate of land and housing prices is also relatively fast. Entering the mature stage of urbanization and the stage of economic and social development, with the weakening of various causes in the previous stage, the housing problem tends to ease.

"The housing problem is prominently manifested in large cities, and the housing difficulties and housing expenditure pressures of the middle and low income classes and new citizens at this stage are the main problems." Zhao Hui pointed out that this part of the family mainly relies on two types of housing to solve the housing problem: one is the low-cost housing and public rental housing provided by the government; the other is a large number of low-cost rental housing provided by the private sector with poor functional conditions.

Therefore, Zhao Hui suggested that we should grasp the law, conform to the law, improve the housing policy, combine China's actual conditions, learn from international experience, and study the following issues:

First, increase the construction of public rental housing and improve policy concepts and systems. Increase the proportion of public rental housing in large cities, and gradually include new citizens with stable employment in the coverage of public rental housing, further reduce the rent of public rental housing, benefit urban families with lower middle income, and enhance the public products of public rental housing.

Secondly, the role of transitional housing in the development phase cannot be ignored. The so-called transitional housing at stage is a residential facility with imperfect living functions and conditions, and it is necessary to carry out investigation and research, grasp its current situation, role and problems, encourage suburban farmers to rent farm houses, and the government should build supporting living services and public service facilities, carry out environmental governance, and strengthen management.

Third, it is recommended to increase the supply of residential land. While regulating demand, the supply of housing should be reasonably increased in large cities.

Fourth, we must vigorously promote the transformation of old residential areas. The focus is on the transformation of supporting facilities, the implementation of the responsibilities of all parties, and the improvement of the standard system to meet the needs of the transformation.

Fifth, actively develop the housing rental market. The development of rental housing is an important measure to promote the integration of the housing supply structure with the demand and capacity structure of career housing.

Sixth, give play to the role of unit housing support measures in moderation. Housing support measures for employees by work units include providing dormitories, subsidizing rent, and issuing housing subsidies. Units that have a positive role, especially the implementation of support measures for low- and middle-income employees, should be encouraged and supported.
