One day in August 1954, in the summer of the southern country, the sun was scorching hot and hot enough to make people a little breathless. On this day, a man in his 30s walked to the front of the security front street police station of the East District Bureau of the Guangzhou Municipal Public Security Bureau, looked back nervously a few times, confirmed that no one was following, and suddenly flashed into the police station and reported to the police on duty that there was an important situation to report. The police on duty saw that the person on arrival looked nervous and immediately called the director of the police station.

The visitor, who called himself Liu Rende, was a staff member of the Miaoxiangyuan Snack Restaurant in Front Straight Street of Dongshan Temple. He reported to the director that a man with a provincial accent named Lu Bobing had recently often gone to the Miaoxiangyuan Snack House to drink tea and eat. After getting acquainted with him, the man suddenly ran to his house last night and mobilized him to participate in a major operation , the hijacking of the passenger's turn to Taiwan. Lü Bobing was originally from Sichuan, and at that time, his identity was that of a jianghu xiangshi who set up street stalls and told fortunes, known as "little immortals". He often invited Liu Rende to eat and drink together, bragged to him that he had been a division-level official of the Kuomintang, advised him that the young man should do a great cause, and showed him his face, predicting that he would soon develop and get ahead.

The people's police taught Liu Rende, first of all, that he could report the situation to the public security organs in a timely manner, ask him to have a clear understanding of the situation, and falsely allow Lu Bobing to participate in the hijacking of passenger ships, waiting for an opportunity to find out their action plan, and make meritorious contributions to the people's government. According to the clues provided by Liu Rende, Lü Bobing lived at No. 187, Qianzhi Street, Dongshan Temple, and the special case team of the Municipal Public Security Bureau sent several investigators to monitor Lü Bobing's whereabouts day and night near his residence, and found that there was a man in his 40s named Chen Guodong living with him. Through checking the household registration, it was found that this person's real name was Wu Zongjian, who originally lived at No. 21 Dengfeng Street, Xiaobei Road, Guangzhou, and this person was very cunning, and when the original police station was transferred to the household registration, he filled in the move to No. 87 Miaoqian Straight Street, Donghua Road, and when he registered at the police station, he added the word "1" and changed it to No. 187. Continuing to investigate, it was found that Lü Bobing was an agent of the Kuomintang secret service organ "Central Unification" before liberation, and had served as the director of the "Central Unification", and Wu Zongjian was a major agent of the Traffic Police General Bureau of the Kuomintang Ministry of National Defense.

During this period, Lü Bobing and Wu Zongjian recruited more than 30 people to participate in the organization, most of whom were military, police, and gendarmes, bandits, and bullies of the former Kuomintang government who had fled from all over the country to Guangzhou after liberation, and harbored bitter hatred for the people's government.

Lü Bobing and Wu Zongjian gathered these people together and discussed proposing to hijack the passenger ship to Taiwan and form a "Chinese people's representative accusation group" to go to the United Nations to accuse the Government of the People's Republic of China of "crimes." They often gathered in Central Park or at Zhao Guizhen's house to formulate a meticulous plan of action, and the two of them also prepared compasses and nautical charts to carefully study the route of the voyage and the location of the shipjacking, and at the same time instructed Xie Qiansheng, a member of the stone mine in Huiyang County, to prepare iron brazes, iron hammers, and other weapons for hijacking ships, and smuggled them to Guangzhou.

On September 13, Lü Bobing and Wu Zongjian gathered all the personnel to announce the plan of action: Lü Bobing was appointed as the commander-in-chief of the operation, and the time of the operation and the target of the hijacking were announced the day before the operation, and each person first walked in the opposite direction of the dock before getting on the ship after getting on the ship, and then went around a few more circles to avoid the sight of the public security personnel; and each person was divided into several action teams, each group was responsible for the first floor of the cabin. In order to embolden these ragtag people, Lü Bobing also took out a signature that he had specially asked for at the Sanyuan Palace in Yuexiu Mountain, Guangzhou, which read, "The battlefield was successful in a hundred battles" and showed it to everyone. Speaking of happiness, Wu Zongjian clenched his fists, slammed his palms, and said loudly: "This is a planned operation, and the battle against the unprepared will be successful." One by one, the beam-jumping clowns also imitated the car riding around the United Nations, "beeping" in their mouths to imitate the horn of the car, and waving to the welcoming crowd with their hands.

The enemy's plan of action has basically been mastered by the public security organs, but Guan Jian's action time and target of the hijacking have not yet been clarified, and the public security people's police instructed Liu Rende to find out as soon as possible, but the cunning Lü Bobing and Wu Zongjian never disclosed information.

On this day, when Wu Zongjian came out of Zhao Guizhen's house, Zhao Guizhen accidentally found Wu Zongjian who had just left the house on the upstairs balcony being followed by strangers. The enemy was aware of it, and in order to prevent the enemy's dog from jumping the wall and acting in advance, the public security organs decided to wipe out this counter-revolutionary clique before the enemy moved.

The special case group decided to arrest Lü Bobing and Wu Zongjian first, as well as the backbone elements Tang Keming and Xie Qiansheng.

On the afternoon of October 1, investigators who were monitoring Lü Bobing and Wu Zongjian's residence reported that the two went out to Central Park. At 6 p.m., Lü Bobing and Wu Zongjian set off to go home; as usual, after more than half a month of tracking and investigating, the public security personnel were already familiar with the whereabouts of the two men, and their route home had to pass through the door of the East District Public Security Substation, and the investigators chose a place in advance to set up an ambush. Wu Zongjian struggled desperately and shouted loudly, trying to inform Lü Bobing behind him. After shouting twice, he felt that he was being held up by a hard object, and at the same time heard a low roar: "The public security bureau, no barking." Wu Zongjian did not dare to say anything more, and was pushed into the public security sub-bureau by the investigators. Two other investigators did the same and captured Lu Bobing.

In order to avoid hitting the grass and startling the snake, the public security personnel ordered Lü Bobing to make a paging call to Tang Keming and lured Tang Keming out of his residence, and when Tang Keming hurried out of the house to listen to the phone, the investigators arrested him on the way and stuffed him into the car parked nearby. Public security officers immediately interrogated the three people, and Lü Bobing was forced to confess that Xie Qiansheng, who was responsible for transporting the murder weapon, was hiding in a rented boat on the East Causeway of the Pearl River. The public security personnel rushed straight to Dongdi overnight, and with the assistance of the Dongdi police station, they found Xie Qiansheng's hidden boat, arrested Xie Qiansheng in his sleep, and found a large number of shovels, hammers, and other weapons in his boats that were ready to be used to hijack the ship. For the remaining two days, public security officers attacked and arrested all 31 members of the counterrevolutionary clique.

At this point, this well-organized counter-revolutionary clique that plotted to kill people and hijack ships was completely destroyed by the public security organs.

In the early days of the founding of the People's Republic of China, the Kuomintang scattered soldiers, triad organizations, bandits, bandits, and hooligans colluded with hidden counter-revolutionaries in guangdong's major and medium-sized cities, remote mountainous areas, and coastal areas to frantically carry out criminal activities such as riots, robberies, homicides, arson, poisoning, and explosions. From the end of 1949 to the beginning of 1950, the Guangdong Provincial Public Security Department and the Guangzhou Municipal Public Security Bureau cracked the "Flywheel Party", an armed bandit gang that specialized in pickpocketing train goods, robbing passengers of property, and extorting merchants on the southern section of the Guangdong-Han Railway and the Guangzhou-Kowloon Railway. The "Flywheel Party" was entangled in the mid-to-late 1940s, and was armed with bandits composed of "Big Heaven II", hooligans and villains, who specialized in climbing over the southern section of the Guangdong-Han Railway and the Guangzhou-Kowloon Railway to cross goods and rob extortion of merchants. This gang of gangsters all have the ability to fly up and down the Mercedes-Benz train with one hand, so they are called "flywheel parties". On the eve of the founding of the People's Republic of China, the Kuomintang secret service organs incorporated this gang of bandits and sent secret service leaders to join its organization and provide weapons and ammunition. After the founding of the People's Republic of China, this gang of gangsters, under the direction of the Kuomintang secret service organs, intensified their sabotage activities and killed tourists at every turn. At the end of 1949, the Guangzhou Municipal Public Security Bureau captured 63 members of the "Flywheel Party" who were active at the Huangsha Railway Station. In January 1950, the Provincial Public Security Department organized dozens of public security personnel to go deep into the northern section of the Guangdong-Han Railway to investigate. In the early morning of January 23, when Ou Jiyuan, the leader of the "Flywheel Party," led more than 10 gangsters to climb over the train, they were all arrested by the public security personnel and militia who were ambushed on the train and along the line. Then, through interrogation, clues were obtained, and 51 members of the "Flywheel Party" such as Huang Qiucai and Liang Gongze were arrested and arrested. The "Flywheel Party" collapsed, and the railway law and order tended to be stable.

During this period, the criminal investigation work in the province was mainly the responsibility of the public security departments of public security organs at all levels. In October 1949, the Guangzhou Municipal Public Security Bureau established a criminal police brigade, and each district bureau set up a criminal police team. In December of the same year, the Guangdong Provincial Public Security Department was established, and the Urban Public Security Department was set up in the Public Security Department, which was mainly responsible for criminal investigation. In September 1953, the Ministry of Public Security held a national public security work conference of the people's police, requiring public security organs at all levels to pay close attention to the establishment of criminal investigation institutions after the end of the town counter-movement, strengthen the struggle against criminal offenses, and defend the country's economic construction. In accordance with the spirit of the meeting, the public security bureaus of 8 cities in Guangdong, including Haikou, Zhanjiang, Shantou, Foshan, Jiangmen, Shaoguan, Shiqi, and Chaozhou, have successively set up criminal police teams, and some county public security bureaus have set up criminal police groups or detection teams.

By the end of 1954, 69 counties in the province had set up criminal police groups or detection teams, and there were 661 criminal police officers in public security organs at all levels in the province. In January 1955, the Guangzhou Municipal Public Security Bureau expanded the Criminal Police Brigade to establish the Criminal Investigation Department. In August of the following year, the Provincial Public Security Department established the Criminal Investigation Division, which is responsible for guiding criminal investigations throughout the province. Public security organs at all levels throughout the province have also enriched their criminal investigation forces. So far, criminal investigation institutions at the provincial, municipal (special bureau) and county levels have been established, forming a basic criminal investigation work system.

In terms of criminal technology construction, the Guangzhou Municipal Public Security Bureau has established technical majors such as criminal photography, fingerprinting, handwriting identification, forensics, and inspection. The public security organs at the level of the special bureaus have also purchased some criminal technical equipment, selected criminal technicians to go to the Guangzhou Municipal Public Security Bureau for further training, and established preliminary criminal technical work.
