Seven provincial and ministerial-level officials were dealt with
On August 16, the Standing Committee of the Political Bureau of the CPC Central Committee held a meeting to hear a report on the investigation of the vaccine case of Jilin Changchun Changsheng Company and related accountability.
The meeting pointed out that those illegal enterprises that are greedy for profit and ignore the rules, and those who dare to challenge the bottom line of morality and conscience, should be severely cracked down, severely sentenced, and never tolerated.
As for the handling of officials, a total of 7 provincial and ministerial-level cadres were involved in the circular, namely Jin Yuhui, Li Jinxiu, Liu Changlong, Bi Jingquan, Jiang Zhiying, Jiao Hong, and Wu Hun. The specific processing results are as follows:
Dismissed Jin Yuhui (vice governor of Jilin Province, in charge of food and drug supervision in Jilin Province since April 2017);
Ordered the resignation of Li Jinxiu (vice chairman of the Jilin Provincial Committee of the Chinese People's Political Consultative Conference, vice governor in charge of food and drug supervision in Jilin Province from December 2015 to April 2017);
Demanded that Liu Changlong (mayor of Changchun City, acting mayor of Changchun City in September 2016, mayor of Changchun City since October 2016) resign;
Demanded that Bi Jingquan (secretary of the party group and deputy director of the State Administration for Market Regulation, who served as the former director of the State Food and Drug Administration from February 2015 to March 2018) resigned;
Jiang Zhiying (member of the Standing Committee of the Jilin Provincial Party Committee, secretary of the Yanbian Korean Autonomous Prefecture Cpc Committee, deputy secretary of the Changchun Municipal Party Committee and mayor from March 2012 to May 2016) was required to make an in-depth inspection;
Jiao Hong (director of the State Food and Drug Administration) is required to make an in-depth inspection;
It was decided that the State Supervision Commission of the Central Commission for Discipline Inspection would file a case review and investigation against Wu Hun (former deputy director of the General Administration of Food and Drug Administration, former deputy director of the Health and Family Planning Commission, in charge of medicinal registration management, medicinal chemistry supervision, and audit and inspection).
In addition, the meeting also held 35 non-central management cadres accountable.

Guo Hongzhi (Secretary of the Party Group and Director of the Jilin Provincial Food and Drug Administration);
Bai Xugui (Secretary of the Party Group and Director of the Department of Industry and Information Technology of Jilin Province, Vice Mayor of Changchun City, in charge of drug supervision from April 2016 to February 2018);
Zeng Xiangdong (Member of the Party Group and Deputy Director of the Jilin Provincial Food and Drug Administration);
Yan Haijiang (Member of the Party Group and Deputy Director of the Jilin Provincial Food and Drug Administration).
In addition, Lu Feng, vice mayor of Changchun City and director of the Changchun Municipal Public Security Bureau (temporarily in charge of drug supervision in February 2018, and in charge of drug supervision since April 2018) was ordered to make in-depth inspections to the Jilin Provincial Party Committee, the Provincial Government, and the Changchun Municipal Party Committee and Municipal Government.
On the same day, the Standing Committee of the Changchun Municipal Party Committee studied and decided to organize and deal with 8 relevant personnel in Changchun.
Among them, Tang Ruodi, director of the Changchun Food and Drug Administration, Zhang Wenge, deputy director of the Bureau, Zhou Fuyun, director of the Catering Service Supervision Office, and Yu Baichuan, member of the party group and deputy director of the High-tech District Bureau of the Changchun Food and Drug Administration, were dismissed from their posts.
In addition, there are also 4 people who have been ordered to resign, namely:
Zhao Xu (Secretary of the Party Working Committee and Director of the Management Committee of Changchun High-tech Zone);
Yang Wenjun (Member of the Party Working Committee of Changchun New District, Deputy Director of the Management Committee, Deputy Director of the Management Committee of Changchun New District in June 2017, responsible for contacting the High-tech Branch of Changchun Food and Drug Administration);
Yu Zhenbo (Member of the Party Working Committee and Deputy Director of the Management Committee of Changchun Economic Development Zone, Deputy Director of the Management Committee of Changchun High-tech Zone from February 2014 to June 2017, responsible for contacting the High-tech Branch of Changchun Food and Drug Administration);
Chen Tie (Secretary of the Party Group and Director of the High-tech Zone Branch of Changchun Food and Drug Administration).

After Bi Jingquan, former director of the Food and Drug Administration, resigned and deputy director Wu Hun was investigated, 7 former subordinates were held accountable for the vaccine case of Jilin Changchun Changsheng Company.
At 1:15 a.m. on the 18th, the website of the State Administration for Market Regulation released the "Accountability of staff related to problem vaccine cases by the State Administration for Market Regulation". This is the decision of August 17, after being studied by the party group meeting of the State Administration for Market Regulation.
Of these 7 persons, 6 were dismissed from their posts, namely:
Ding Jianhua (former director of the Department of Drug and Cosmetics Supervision of the State Food and Drug Administration (State Food and Drug Administration) and director of the Food and Drug Audit and Inspection Center);
Dong Runsheng (former Deputy Director General of the Department of Drug and Cosmetics Supervision of the State Food and Drug Administration);
Sun Jinglin (former deputy director of the Department of Drug and Cosmetics Supervision of the State Food and Drug Administration, and former deputy director of the Food and Drug Audit and Inspection Center of the State Food and Drug Administration from November 2014 to April 2017);
Ye Guoqing (former Director of the Special Drug Supervision Division of the Department of Drug and Cosmetics Supervision of the State Food and Drug Administration);
Guo Xiuxia (former researcher of the Special Drug Supervision Division of the Department of Drug and Cosmetics Supervision of the State Food and Drug Administration);
Wang Youchun (Vice President of China Institute of Food and Drug Control).
In addition, Li Bo, president (director) of the China Institute of Food and Drug Control (formerly the Medical Device Standard Management Center of the State Food and Drug Administration), was instructed to make an in-depth inspection.
Eleven officials in Hubei province were held accountable

The problem of Wuhan Biological Company's unqualified DTP vaccine is also a major focus in this vaccine storm.
In this regard, Hubei Province recently decided to seriously hold accountable 11 personnel who failed to perform their duties and supervision duties by the Provincial Food and Drug Administration, the Wuhan Municipal Government, the Wuhan Municipal Food and Drug Administration and other units.
Among them, Deng Xiaochuan, a member of the party group and deputy director of the Provincial Food and Drug Administration (leading the work), and Long Liangwen, vice mayor of the Wuhan Municipal Government, were punished with warnings within the party and administrative records.
Six others were given severe warnings within the party, namely:

Ai Li (Member of the Party Group and Deputy Director of Wuhan Food and Drug Administration);
Jin Hanlin (Chief of Wuhan Food and Drug Law Enforcement Corps);
Fan Xuyuan (Director of the Legislative Affairs Division of Wuhan Food and Drug Administration);
Yin Yuhua (then director of the Wuhan Jiangxia District Market Supervision and Administration Bureau, and is currently the secretary of the party group and director of the Jiangxia District Bureau of Statistics).
Among the 6 people, except for Wang Yuanting, all were given the punishment of major administrative secretaries, and Ai Li, Jin Hanlin, Fan Xuyuan, and Yin Yuhua were also dismissed from their posts.
In addition, among the officials held accountable in the province, there are 3 non-CCP members. They were Cao Jinglan, then deputy director of the Provincial Food and Drug Administration and currently a member of the Standing Committee of the Provincial Committee of the Chinese People's Political Consultative Conference; Xiao Hong, then deputy director of the Wuhan Food and Drug Administration and current counselor of the Provincial Government Counselor's Office; and Chen Jun, then director of the Drug Supervision Department of the Wuhan Food and Drug Administration and currently vice chairman of the CPPCC committee of Caidian District, Wuhan. All three were given administrative demerit sanctions, and Xiao Hong's counselorship was dismissed from the provincial government and Chen Jun was dismissed.

Duan Kai, secretary of the party committee and general manager of Wuhan Biological Company; Chen Xiaoqi, deputy general manager in charge of production; Zeng Lingbing, then legal representative and general manager; and Zhang Zhi, then manager of the production department, were given a serious warning within the party, and Zhang Zhi was also fined.
In addition, Huang Zuolin, then deputy general manager in charge of production, was dismissed; Xu Gelin, the quality authorized person, was given a warning punishment and fined; Bao Chunlei, director of the sub-packing room, was dismissed from the post of head of the department; and production operators Liu Tianwei and Jia Lin were also fined.
