Huang Yunai held an emergency cabinet meeting overnight, revised and discussed and approved the preferential conditions for the clearance room, and at the same time organized the Clean Room Aftermath Committee to deal with all matters after Puyi left the palace.
The modified clearance benefits are:
"The emperor of the present Qing Dynasty wants to implement the spirit of the republic of the five ethnic groups and does not want to violate the various rules and regulations of the Republic of China that still exist today, and hereby amends the preferential conditions for the Qing Dynasty as follows:
1. The Emperor Xuantong of the Qing Dynasty shall permanently abolish the title of Emperor with immediate effect and enjoy all the same rights as the people of the Republic of China in law.
2. Since the revision of these Conditions, the government of the Republic of China has subsidized 500,000 yuan per year for the qing households, and has specially spent 2 million yuan to open a factory for the poor people in Beijing, so as to take in the poor people of the flag first.
3. In accordance with the original preferential conditions, the Qing Dynasty shall be removed from the Forbidden Palace on the same day and shall be free to choose to live thereafter, but the Government of the Republic of China shall still bear the responsibility of protection.
4. The tombs of the Qing Dynasty's ancestral temples shall be enshrined forever and shall be properly protected by the Republic of China at its discretion.
5. All its private property shall be fully enjoyed by the Qing Dynasty and shall be protected by the Government of the Republic of China; all its public property shall be owned by the Government of the Republic of China. ”
