01 As the municipal chief expert on food safety, what tasks will you undertake?
The municipal chief expert of food safety is not only an honor and recognition for me, but also a heavy responsibility.
As the head of the central laboratory of the Beijing Municipal Center for Disease Control and Prevention, I only need to take my small team well and complete the tasks assigned by the National Food Safety Risk Monitoring Reference Laboratory, the Beijing Key Laboratory of Food Poisoning Diagnosis and Traceability, and the center and higher departments. But now, as the chief expert, I need to think at a higher level.
My understanding is that around the work responsibilities of the provincial health department entrusted by the Food Safety Law, carry out food safety strategy research, scientifically formulate the development plan and implementation plan for food safety of the Health Department of Beijing Municipality; lead the construction of the academic echelon of the discipline, formulate the discipline talent training plan; face the major needs of the people's health, carry out scientific research related to food safety, break through key technical bottlenecks, and strive to achieve major landmark results.
02 What are the main tasks being done to ensure food safety?
In terms of foodborne disease surveillance, Beijing has established a molecular traceability network system for foodborne disease surveillance in 16 districts, which is applied to early detection of foodborne disease outbreaks and traceability investigations. In 2019 and 2020, foodborne disease surveillance covered all medical institutions above level 2 and community health service centers in the city, with a total of nearly 500. Among them, active surveillance covers 9 common pathogens and norovirus, and parasitic disease surveillance is carried out in Beijing Friendship Hospital affiliated to Capital Medical University.
In terms of food poisoning disposal technology, with the support of the Ministry of Science and Technology's Science and Technology Support Program, we have developed a poisoning on-site screening terminal based on symptom inquiry, established a laboratory screening confirmation technology platform for unexplained food poisoning, and played an important role in the detection of food poisoning cases in Beijing and other provinces and cities.
In terms of food safety risk monitoring, based on the national food safety risk monitoring plan, according to the needs of Beijing Municipality, the Beijing Municipal Risk Monitoring Plan is formulated and implemented; around the requirements of Beijing Food Risk Assessment, the total diet survey of Beijing residents is carried out.
In terms of standard publicity and revision, implement the National Health Commission's "Measures for the Administration of National Food Safety Standards", carry out the publicity and implementation of national food safety standards, and actively carry out the collection of local food safety standards and the formulation of standards.
In terms of strengthening the publicity of food safety and nutrition science, the "100 Villages Demonstration" action of reasonable diet has been carried out to promote the improvement of nutrition literacy of rural residents. Actively participate in the food safety awareness week activities.
03 What will be done in the future?
In the next step, we will focus on achieving breakthroughs in the following aspects.
Improve the ability to discover food hazard factors, and realize the transformation of food hazard detection capabilities from directional to non-directional. At present, food production and operation and consumption are diversified and internationalized, and new formats and new business models are emerging in an endless stream, which is very easy to cause new risks and hidden dangers, and puts forward new challenges and higher requirements for food safety technology guarantee capabilities.
Carry out research on the total diet of Beijing residents to provide a data basis for the dietary risk assessment of Beijing residents, and carry out risk assessment for domestic and foreign research and hot pollutants to provide a scientific basis for government management decisions.
Strengthen the capacity building of rapid detection of food poisoning, integrate and develop rapid detection technology for major event protection and food safety incident disposal based on new material research and development.
Carry out dietary nutrition human health research. According to the nutritional needs of specific groups such as chronic diseases, the Dietary Nutrition and Health Database of the Beijing Population is constructed, and the precise regulation strategy of food nutrition of specific groups is formulated and demonstrated based on big data algorithm.
Develop human biological monitoring technology, and establish a population cohort for biological monitoring in Beijing. Through systematic continuous monitoring, we can grasp the types, load levels and changing trends of key environmental chemicals exposed to residents in Beijing, explore the potential relationship between chemical exposure and diseases, and provide a scientific basis for food safety assurance, environmental risk monitoring and government decision-making.

Shao Bing believes that China's public health system has played an important role in responding to the new crown epidemic, but it has also exposed some problems.
For the reform of the public health system, Shao Bing said that first, it is necessary to establish a stable investment mechanism and improve the hardware basic conditions of disease prevention and control institutions. It is impossible not to invest or invest less in ordinary times, the epidemic has come a lot of investment, and even caused a lot of waste of financial funds.
Second, it is necessary to increase the salary level of personnel of disease control institutions. Disease control institutions should carry out in-depth reform of the personnel system, implement a separate system of evaluation and recruitment, strictly evaluate the system, and establish a dynamic salary distribution system that takes into account efficiency and fairness.
Third, it is necessary to strengthen the construction of the contingent of disease control talents. Establish a public health personnel training, evaluation and use mechanism that adapts to the modern disease control system. Focus on cultivating talents who can solve practical problems such as pathogen identification, epidemic situation analysis and transmission law research, on-site epidemiological investigation, laboratory testing, etc.
Fourth, we must innovate the coordination mechanism between medical care and prevention. The integration of medical and prevention can be strengthened by establishing a regular rotation system for doctors and disease control personnel, and including medical and prevention coordination in annual performance appraisals.
Fifth, we must raise the level of scientific research. As a disease prevention and control institution in the capital, it cannot position itself as only to complete the tasks of the state, provinces and municipalities, but to study the development trend of related fields at home and abroad, carry out forward-looking and cutting-edge scientific research according to the characteristics of prevention and control in the capital, and strengthen the transformation of scientific and technological achievements.
