The case of Shi MuQinguan, former chairman of Taiwan's "Public Punishment Association," said that the case involved a major judicial scandal in which the island's wealthy businessman Mao Zhong had been entertaining and gifting a number of judicial procuratorial and investigation officials for many years. After ordering a thorough investigation, Taiwan's "judicial court" and legal department issued an investigation report on the 18th, finding that 40 current and retired officials had improper contacts with Weng; 7 judges, 4 procurators, and 2 investigators were incumbents. Among them, 8 judges and procurators, including Lynchford, will be transferred to the "Control Yuan" for review.

During his tenure as chief procurator of the Tainan District Procuratorate, Fang Wanfu, former "Supervisory Commission" and Qu Hongyu, former procurator in charge, and Qin Taisheng, a former official of the investigation department, who had had contact with Weng in relevant cases, also bought shares of Weng's company, accepted dinner parties, and received gifts of shirts, would be transferred to the procuratorial organs for investigation of criminal and administrative responsibility. The remaining 16 procuratorial and investigation officials, including Zhou Zhangqin, chief procurator of the Northern Procuratorate, were sent to the Executive Council.

Weng Maozhong's "Yihua Vice Finance Vice President Wu Xianfu Self-Surrender Case", "Zhu Qingen Forged Deposit Certificate Case", "Aon Company's Internal Trading Case", "Ying Hua Stock Speculation Case" and other cases, the legal department believes that it has aroused external doubts, and the investigation of 4 cases will be restarted. The late Zhu Qingen was found guilty before his death, and the legal department will ask the procuratorate research office to file an extraordinary appeal or retrial to protect his reputation and comfort his family.

The cause of the incident was that in August 2019, the Northern Procuratorate investigated Shi Muqin's case involving Guan Guan, found that it was not involved in a criminal offense, but suspected of administrative lawlessness, and transferred the case to the Political Conduct Department of the Judicial Yuan for investigation through the "Supreme Procuratorate", and Shi resigned after being interviewed. During the investigation of the Beijing Procuratorate, 27 notebooks were searched and seized, recording his exchanges with hundreds of judicial procuratorial officials, which triggered the biggest scandal in the history of the judicial circle.

Taiwan's legal department said that luo Ronggan, former director of the Department of Protection, was transferred to the "Control Yuan" for examination because he accepted 74 dinners. Former chief procurators Ling Bozhi and Wang Chongyi, and investigation department officials Song Tsunami, Wang Xinmin, Wu Mingxiong, and Liu Taisheng bought shares in the company and conducted job supervision and administrative deliberation respectively.

Chen Shouhuang, former procurator general of the Supreme People's Procuratorate, Zhou Zhangqin, chief procurator of the Northern Procuratorate, Huang Hecun, procurator of the Supreme People's Procuratorate, Su Nanhuan, procurator of the Tainan High Procuratorate, Pan Guowei, procurator of the Pingtung District Procuratorate, Yang Rongzong, former procurator of the special investigation group, Zhang Jiping, former head of the investigation department, and Ke Zunren, former chief secretary, were respectively supervised or put into administrative deliberations because they accepted shirts from Weng more than 5 times.

The Taiwan Judges Association issued a statement stressing that fairness and honesty are the life of judicial adjudication, and it is deeply saddened and disappointed in this case. The Jianqing Procuratorate also stated that the legal department and the "judicial court" should publish all the lists and establish a high standard of integrity ethics to avoid the recurrence of judicial scandals.
