Since the "13th Five-Year Plan", the Dechang County Forestry and Grassland Bureau has taken the realization of high-quality forestry development as the starting point, actively practiced the development concept of "green water and green mountains are golden mountains and silver mountains", and achieved outstanding results in various work, in January 2018, it was awarded the title of "Advanced Collective for The Construction of Ecological Barriers in the Upper Reaches of the Yangtze River in Sichuan Province" by the Sichuan Provincial People's Government; in December 2019, it was rated as the 2016-2018 National Forest Fire Prevention Advanced Unit by the State Forestry and Grassland Administration.
Ecological construction has achieved remarkable results
In recent years, the county forestry and grassland bureau has vigorously implemented ecological restoration and protection projects, continuously strengthened ecological supervision, and achieved remarkable results in the restoration of landscapes, forests, fields, lakes and grasses.
Implement artificial afforestation of 4937.7 mu; color beautify S219 Deyan Road 40 kilometers, voluntary tree planting of 2 million trees; create 1 national forest village, 2 provincial forest towns, 2 forest health bases. By the end of 2020, the county's forest land area is 2.623 million mu, the grassland area is 940,000 mu (including the understory grassland), the county's grassland coverage is 86.90%, the wetland area is 30,300 mu, the natural protected area is 867,700 mu, the forest area is 2,441,400 mu, and the forest coverage rate is 70.89%.
At the same time, the county forestry and grassland bureau firmly adheres to the concept of green development and does the finest forest and grassland resource protection and management work. At present, the county's forest resources management system has basically taken shape; a new round of forest resources category II survey has been completed; the database update of the "one map" of woodland has been completed; all logging quota indicators are within the logging quota; the total number of Dechang pine caterpillar hazard prevention and control is 10,000 mu, the control of eucalyptus branches and gall wasps is 1,000 mu, the chestnut chestnut elephant integrated control is 115,000 mu, and the Huashan pine bulb aphid is more than 3,000 mu; the forest disease and insect pest incidence rate is less than 3 ‰, the pollution-free prevention and control rate is more than 95%, and the quarantine rate of the production area is 100%. Severely crack down on all kinds of illegal acts that destroy forest resources. A total of 261 forestry affairs cases have been handled, 246 forestry administrative penalties, 14 limited companies, and 1 professional cooperative, and a total of 1,341,542 yuan of fines and forfeitures have been collected, effectively protecting the forest resources of the county.
The protection of natural forests and the project of returning farmland to forests have been promoted in an orderly manner. The perennial management and protection of state-owned forests is 1,386,760 mu, and all the acceptance indicators are qualified; 110,000 mu of the previous round of farmland reforestation is consolidated, with a total of 49,197,400 yuan of subsidy funds; a new round of 2,700 mu of farmland reforestation tasks is completed, and 4.05 million yuan of subsidy funds are redeemed.
Forest and grassland fire prevention is always in hand and kept in mind. The forest fire control indicators issued by the province and prefecture were fully completed, and the forest fire loss rate was only 0.045 ‰; the construction of forest grassland fire prevention and special rectification infrastructure and the procurement of materials and equipment were fully exceeded.
The development of forestry enrichment industry has accelerated
In strict accordance with the requirements of the construction of key modern forestry counties, orderly promote the construction of key modern forestry counties, and fully complete the three-year overall planning task.
The standard area of the base is 113,609 mu; 2 demonstration bases of "10,000 mu of forest billion yuan" have been built. Among them: the forest fruit area of Tsida Town is 81,000 mu, and the annual output value exceeds 120 million yuan; the forest fruit area of Heilongtan Town is 58,000 mu, and the annual output value exceeds 100 million yuan.
The "1 + X" forestry industry base covers an area of 772,200 mu; the implementation of walnut grafting and improvement is 181,098 mu; the "1 + X" quality improvement and efficiency improvement demonstration base is 26,801 mu, which is included in the national provincial and state projects of 29,511 mu; the new business entities have developed rapidly, with 27 "1 + X" industrial family farms (forestry) farms, 34 forestry professional cooperatives, and 24,153 large planters with a "1 + X" base area of more than 20 mu. Among them, the Qunying Chestnut Professional Cooperative successfully applied for national-level professional cooperation, the Deyun Ziyi Walnut Planting Professional Cooperative successfully applied for the provincial-level professional cooperative, and "Dechang Qunying Chestnut" and "Dechang Deyun Ziyi Walnut" successfully applied for the famous trademark of Sichuan Province.
Funds related to the benefit of the people are disbursed in full and in a timely manner. Since 2015, the county's forest-related financial subsidy funds for benefiting the people and benefiting farmers have been allocated to farmers in a timely and full amount through the "one card" in strict accordance with the requirements of the province and the state.
Up to now, the county's cumulative redemption amount is 52.7419 million yuan. Among them, the area of collective forest ecological benefit compensation and management is 596,120 mu, and the cumulative compensation is 41.9294 million yuan; the area of natural commodity forest suspension and management is 294,459 mu, and the cumulative compensation is 10.8125 million yuan.
