On March 28, the third episode of the large-scale political feature film "Sweeping Away Organized Crime and Eliminating Evil Forces - For the Sake of Guotai and Min'an", "Breaking the Umbrella and Breaking the Net", was broadcast on the CCTV Comprehensive Channel of the Central Radio and Television Corporation. The film tells about the extraordinarily large criminal case of Huang Hongfa, Nanchangjiang, Hainan Province, who has committed as many as 58 illegal crimes and has been openly committing evil for 30 years but can go unpunished.

Since the end of the 1980s, Huang Hongfa, the "black boss" of the extraordinarily large mafia-related organization in Changjiang, Hainan, started by opening an underground casino, and has successively annexed a number of evil forces and gangs in the Changjiang area to gain momentum, "using business to feed the black" and "protect the business with the black." Through forced trading, extortion and other violent means, this gang has formed illegal control or strong monopoly over more than ten industries and fields in the Changjiang area, such as iron ore, concrete, sand and gravel fields, entertainment venues, farmers' markets, and civil engineering, for as long as 30 years.
The evidence shows that in 30 years, Huang Hongfa's mafia-related organizations have committed as many as 58 illegal crimes and are suspected of 20 crimes, causing serious social harm of 2 deaths, 3 serious injuries, and 13 minor injuries.

The task force found that from 2006 to 2010, Wang Xiongjin, who was the head of the Changjiang County Public Security Bureau, had been secretly supporting Huang Hongfa's underground casino. Wang Xiongjin has accepted a total of 5.22 million yuan in benefits from Huang Hongfa on 14 occasions, and the proceeds of these bribes have been continuously earned by him to lend to Huang Hongfa. In 2009, Huang Hongfa instructed his accomplices to commit murder with knives and cause death, and Wang Xiongjin, who was connected to his life, arranged for his subordinates to tamper with the interrogation records to help Huang Hongfa get rid of his crimes.
From 2010 to 2016, Mai Hongzhang succeeded Wang Xiongjin as the director of the Changjiang County Public Security Bureau, and Huang Hongfa continued to pay bribes to Mai Hongzhang, still hiding under the "protective umbrella", and his casino became a "black den" for iron fighting.
Tasting the sweetness of corrupting and colluding with power, Huang Hongfa constantly extended his black hand to some party and government organs in Changjiang County, installed cronies, built "umbrellas" to raise "umbrellas," and even helped people spend money to buy officials.
In April 2011, Huang Hongfa donated 150,000 yuan to help Wang Zhongdong rise from a grassroots police station chief to deputy director of the Changjiang County Public Security Bureau. Since then, the power in the hands of Wang Zhongdong has become Huang Hongfa's "seat belt", and the illegal acts of casinos opened by Huang Hongfa, KTV, hotels, and bars will not be cracked down.
In order to completely control more than a dozen local industries, Huang Hongfa first suppressed and isolated non-cooperative law enforcement personnel, and then co-opted and corroded.
Chen Dong, former political commissar of the Changjiang County Public Security Bureau, once vigorously advocated the investigation and punishment of Huang Hongfa according to law, but since then he has become closer and closer to Huang Hongfa. Under The Hunt of Huang Hongfa, Chen Dong underwent a transformation, not only using his position to facilitate the shelter of Huang Hongfa's casino, but also bending the law to help Huang Hongfa escape from the murder.

Under the many years of co-optation and corrosion by Huang Hongfa's mafia-related organizations, Guo Xiangli, former director of the Standing Committee of the Changjiang County People's Congress, Zhou Kaidong, former deputy county magistrate of Changjiang County, Huang Yang, former chief procurator of the Changjiang County People's Procuratorate, Chen Xiaoming, Mai Hongzhang, Wang Xiongjin, and political commissar Chen Dong, former three directors of the Changjiang County Public Security Bureau, were successively dragged into the water and accepted bribes from Huang Hong, accumulating more than 15 million yuan.

The discipline inspection and supervision organs of Hainan Province conducted a thorough investigation of the corruption and "protective umbrella" problems behind Huang Hongfa's case, filed a case for examination and investigation of 109 people, and handed over 26 people to judicial organs.
On January 13, 2020, the Hainan Provincial No. 1 Intermediate People's Court sentenced Huang Hongfa to death and confiscated all personal property on 16 counts, including organizing and leading a mafia-type organization, and intentional injury.
On July 30, 2020, in accordance with the Supreme People's Court's order to carry out the death penalty, the Hainan Provincial No. 1 Intermediate People's Court executed Huang Hongfa in Changjiang County.
