Lightning News reporters learned from the meeting that in order to further enhance the basic living security standards for orphans, children in key difficulties, and children who have no one to raise them in fact, and to implement the mechanism of naturally increasing the basic living expenses of orphans and poor children, the Zaozhuang Civil Affairs Bureau and the Municipal Finance Bureau jointly issued the "Notice on Improving the Level of Assistance and Security for the People in Need," which generally increased by 10 percent on the basis of the guarantee standards at the end of last year. From January 1, 2021, the basic living expenses for orphans raised by institutions will be increased from 1760 yuan / month to 2000 yuan / month; the basic living expenses of orphans living in the social diaspora will be increased from 1400 yuan / month to 1600 yuan / month per person. De facto unsupported children and aids-affected children are implemented with reference to the level of social diaspora orphans. The basic living expenses of children in key difficulties will be increased from 980 yuan / month to 1100 yuan / month per person.
Implement the "inter-provincial general office" for the acceptance of applications for the identification of orphans and de facto unsupported children, and the "provincial general office" for the qualification recognition of the basic living security of children in key difficulties. At present, applications for the recognition of orphans and de facto unsupported children may be submitted by any township people's government (subdistrict office) nationwide; an application for the qualification of children in key difficulties for basic subsistence security may be submitted by any township people's government (subdistrict office) within the administrative region of Shandong Province.
