Application for identification of orphans and de facto unsupported children in Guangdong to achieve "inter-provincial communication"

Nanfang Daily News (Reporter/Guan Xi ruyi Correspondent/Mo Guanting Chen Xuefen) Recently, Guangdong's first case of "inter-provincial communication" of the factual unsupported child identification application business was successfully handled. Xiaoli (pseudonym), a minor from Yuzhou City, Henan Province, who lives in Shajing Subdistrict, Bao'an District, Shenzhen, received a monthly living security fund of 950 yuan issued by the Yuzhou Civil Affairs Department.

Xiaoli is a native of Fanpo Town, Yuzhou City, Henan Province, and because her parents worked in Shenzhen, she came to live in Shenzhen with her parents from an early age. In 2008, Xiaoli's mother died, and a year later, her father has been serving a prison sentence for breaking the law and has been in custody ever since. The sudden change has put Xiaoli's life in trouble, and she has to be raised by her uncle (guardian) and live with her uncle and grandfather. At the end of August this year, Xiaoli's uncle consulted Shajing Street in Bao'an District, Shenzhen city, about the acceptance of the application for the recognition of unsupported children. After understanding Xiaoli's situation, the staff of Shajing Street patiently explained the relevant policies and procedures in detail, and informed them of the materials they needed to report at one time. After Xiaoli's application materials are collected, the staff immediately pushes the application information and materials to Xiaoli's household registration area through the information system "inter-provincial communication office" in accordance with the requirements of the procedure; at the same time, actively communicates with the civil affairs department of Xiaoli's household registration area and timely informs the progress of business acceptance.

On September 30, Xiaoli's application for the identification of a de facto unsupported child was approved by the "National Child Welfare Information System".

On June 23 this year, the Ministry of Civil Affairs issued the Notice on Carrying Out the Work of Accepting "Inter-Provincial General Offices" for the Recognition of Orphans and De facto Unsupported Children, and a week later, Guangdong Province began to implement the "inter-provincial general office" work of applying for the identification of orphans and de facto unsupported children.

Where children are identified as orphans or de facto unsupported, the civil affairs department of the place of household registration is to promptly issue the basic living expenses for orphans and the basic subsistence allowance for de facto unsupported children in accordance with regulations.

At present, there are more than 14,000 orphans and more than 28,000 de facto unsupported children in Guangdong. Since January this year, the basic living standards for orphans and de facto unsupported children in the province have been comprehensively improved. Among them, the minimum standard of basic living for orphans in the province has been raised to 1883 yuan per person per month, and the minimum standard for the basic life of orphans and de facto unsupported children has been raised to 1227 yuan per person per month, an increase of 3.5% and 10.5% respectively over 2020.
