Originating from the Luxi River at the foot of Longquan Mountain, it meanders for nearly 80 kilometers before merging from Huanglong Creek into the Jinjiang River. This river belongs to the left bank tributary of the Dujiangyan River system, and is also the second largest river transiting through the Tianfu New Area.
The area where Xinglong Lake is located today was originally a flood depression in the Luxi River Basin. From 2013 to the present, after nearly 8 years of treatment, an ecological lake with a water area of 4,300 mu, an area of 6,500 mu and a water storage capacity of 6.7 million cubic meters has been formed here, presenting a model of a new era park city with "clean water, green shore, industry prosperity, and people".

In 2010, the Sichuan Provincial Party Committee proposed the planning and construction of Tianfu New Area, and in November 2011, the construction of Tianfu New Area was officially launched. At this time, it is a new round of urbanization, and the simple and rough planning of some new cities and new areas has led to the separation of urban functions; on the other hand, Chengdu also needs to jump out of the old city and solve the problem of how to match the industry and the city, economic development and urban form.
Finally, the area south of the city, which has good space, landform and transportation conditions, has become the bearer of the construction of a "new urban form".
The relevant person in charge of the Sichuan Tianfu New Area Park City Construction Bureau said that at the beginning of the construction of the Tianfu New Area, one of the principles followed was to try to maintain the original landform and terrain, avoid digging and filling, and more on this basis, repair, treatment and improvement.
Therefore, as an important ecological conservation and water conservancy regulation and storage node in Tianfu New Area, especially in Luxi River, clear requirements have been made for the Xinglong Lake area from the beginning of planning: make full use of low-lying terrain characteristics and turn water into a lake.
In November 2013, the Construction of the Xinglong Lake Project began.
At the same time, Tianfu New District has also carried out ecological restoration of the upper reaches of the Luxi River, and has successively launched the implementation of pollution control actions such as "heavy water control" and "special treatment of rural non-point source pollution", and simultaneously and orderly promoted the interception pipe network along the Luxi River, the construction of the first sewage treatment plant in Tianfu, and the upgrading of township sewage treatment plants.

On the shore of Xinglong Lake, the concept of "Park City" was proposed for the first time
On October 2, 2014, Sichuan Tianfu New Area was officially approved as the 11th state-level new area, ushering in a new round of development opportunities.
At the end of 2017, Tianfu New District carried out an iterative upgrade of urban planning, united with the design team from the Tongji Planning Institute, combined with the previous planning and construction experience, readjusted the city's planning ideas, and transformed the original layout plan along the road into a new model of "along the river" and "along the green" layout.
In this way, rivers, lakes and green spaces in Tianfu New Area are no longer the back gardens of the city, but the spaces used by people and the city, and have the function of driving industrial development.
The transformation of this model makes the city and the landscape truly integrate in the same dimension, and it is also a key move to reshape the urban form from the bottom logic.
On February 11, 2018, General Secretary Xi Jinping visited Tianfu New Area, combined with videos, sand tables and exhibition boards, to learn more about the achievements of ecological governance of Xinglong Lake, the planning and layout of industries along the lake, and the construction of the China (Sichuan) Pilot Free Trade Zone. On the south bank of Xinglong Lake, the general secretary put forward the concept of "park city" for the first time.
"Park City", this new concept of camp city, also means that Tianfu New Area needs to have higher urban construction requirements.
After previous efforts and explorations, the pollution in the upper and lower reaches of the Luxi River Basin has been effectively controlled, and the flood diversion and replenishment projects in the upper reaches of Xinglong Lake have been completed and put into use. According to the "Luxi River Basin Water Environment Governance Master Plan", the conditions for launching the comprehensive improvement of the water ecology of Xinglong Lake are ripe.
The work began in August 2020.
The relevant person in charge of the Sichuan Tianfu New District Park City Construction Bureau said that this comprehensive upgrading project highlights the further improvement of water environment quality, the realization of class III surface water goals, and actively responds to the concerns of the general public, through the construction of water ecosystems, the construction of public service buildings, the construction of cultural and intelligent scenes, etc., to build a clean water habitat with water self-purification and self-balancing of the water environment, enrich and improve the supporting functions of hydrophilic sports, simple catering, culture and entertainment, and create a lakeside landscape belt with near nature, rich literary rhyme and international style. Let Xinglong Lake become the first demonstration place of "green water and green mountains are golden mountains and silver mountains".
An important source of innovation in western China
Growing and evolving with Xinglong Lake, there is also the Chengdu Science City with the layout around the lake.
At the beginning of January 2015, the Economic Work Conference of the Chengdu Municipal Party Committee proposed for the first time to establish Chengdu Science City in Tianfu New District.
Initially, the planned area of Chengdu Science City was about 15 square kilometers, and in 2016, the planned area was expanded to 73 square kilometers, and the starting area was 25 square kilometers. By 2018, the planned area of Chengdu Science City will be expanded to 125 square kilometers, and the core area will be 73 square kilometers.
During this period, various innovative forces have continued to converge. In October 2016, the Chengdu Scientific Research Center of the Chinese Academy of Sciences started construction; in 2017, the Chinese Academy of Agricultural Sciences and the Chengdu Administrative Committee of Tianfu New District signed the Implementation Agreement on Jointly Building the National Chengdu Agricultural Science and Technology Center, with the intention of building an agricultural "Silicon Valley"; in September 2020, the Chengdu Supercomputing Center was officially put into use; in June 2021, the Western (Chengdu) Science City and Tianfu Laboratory were officially inaugurated in Sichuan Tianfu New District. It marks that the Western (Chengdu) Science City and Tianfu Laboratory have entered a new stage from planning layout to comprehensive construction... It is becoming an important source of innovation in western China.
Xinglong Lake and Chengdu Science City are the epitome of the transformation of ecological value in Tianfu New Area: attracting high-level industrial investment with ecological input, and driving high-quality economic development with the park city brand.
There is no precedent for the construction of park cities. Previously, people in Tianfu New District were often asked three questions: Why was "Park City" first mentioned in Tianfu New District? How to plan and build a park city? What lessons can be learned and referred to in the construction of park cities?
Behind these three questions is an important mission of Tianfu New Area as a state-level new area in the construction: to explore a new urban development model, to provide a new path, a new paradigm and even a new standard.
The evolutionary history of Xinglong Lake is the vivid practice of the construction of the park city in Tianfu New Area, and it is also the expression and core expression of the era and core expression of the construction of park city in Tianfu New District.
