On October 6, the reporter learned from the Yellow River Bureau of Shandong Province that due to the joint influence of the water from the main stream of the Wei River and the Yellow River North, the flow of the Yellow River Tongguan Hydrological Station reached 5,090 cubic meters per second at 23:00 on October 5, which was the No. 3 flood of the Yellow River in 2021.

According to the upstream water and reservoir storage, the Yellow River Water Conservancy Commission decided that the Xiaolangdi Reservoir and the Xixiayuan Reservoir will be jointly dispatched, and from 4 o'clock on October 6, it will be discharged at 4,000 cubic meters per second, and it is expected that the large flow process of 4,800 cubic meters per second at the Huayuankou Station in the lower reaches of the Yellow River will continue for more than 10 days, and the 5,000 cubic meters per second flood of the main stream of the Yellow River in Shandong will continue for about 15 days. The process of receding the No. 1 and No. 2 floods of the Yellow River has not yet ended, the middle and lower reaches of the main tributary reservoirs are running at high water levels, the river has been in a state of large-flow flooding for a long time, a new round of rainfall is still continuing, a variety of unfavorable factors are superimposed, and the flood control situation is becoming more and more severe.

In view of the actual situation that the Flood Control Pressure of the Yellow River is relatively large in the process of flooding, while cooperating with the Yellow River Affairs Department to strengthen the inspection and defense of the embankment, the Shandong Provincial Water Conservancy Department issued a special notice to guide the cities along the Yellow River to fully seize the favorable opportunity and increase the intensity of diverting water from the Yellow River, so as to distribute the flood water of the main stream of the Yellow River and reduce the flood pressure of the Yellow River. Since October 1, Six cities, including Binzhou and Dongying, have diverted about 50 million cubic meters of water from the main stream of the Yellow River; it is expected that more than 100 million cubic meters of water will be planned to be diverted along the Huangzhou cities in the later period to reduce the flood pressure of the Yellow River as much as possible.

Up to now, the Shandong Provincial Water Conservancy Department has sent four expert groups to liaocheng, Dezhou, Tai'an and Binzhou to guide the flood prevention work of Jindi River, Zhangwei River and Dongping Lake on the spot. The chief expert of provincial flood and drought disaster prevention was dispatched to the provincial water conservancy dispatch center to carry out continuous consultation and judgment to provide support for dispatch decision-making. 16 provincial flood and drought disaster defense teams are pre-positioned to be on duty all day and night, and drainage equipment and materials are prepared in advance to ensure that once they are called, they will be quickly rescued.

In addition, since the provincial water conservancy system launched the level IV emergency response to the flood and drought disaster prevention on September 24, it has insisted on 24-hour duty, timely analysis of consultations, and research and judgment on the dispatch of relevant situations. Up to now, more than 10 notices have been issued, such as the "Notice on Conscientiously Implementing the Spirit of the Provincial Leaders' Instructions and Earnestly Doing a Good Job in the Current Flood Defense Work", and specific arrangements have been made for the flood prevention and dispatch work of the Yellow River, Dongping Lake, Zhangwei River, And Jindi River. Organize hydrological experts to pay close attention to the water conditions of the upper reaches of the Yellow River, the Wei Canal and the Dawen River for 24 hours, as well as the discharge of the Xiaolangdi and Yuecheng reservoirs, and carry out forecasts and forecasts on a rolling basis. A hydrological patrol commando team was urgently set up to sink the first line, and encrypted the monitoring and reporting of the Baliwan Gate, Deng Lou Gate, Jiping Trunk Canal, and Zhangwei River Xinji Gate. In close communication with the hydrological departments of Henan, Hebei and the Yellow Committee, the HuaiWei Commission and the Maritime Commission, we carefully forecast the time course and magnitude of the flood peak reaching our province, and have issued flood forecasts and forecasts for more than 20 periods.
