Announcement on deepening the reform of the management system of small reservoirs and the creation of model counties

In order to further implement the Guiding Opinions of the Ministry of Water Resources and the Ministry of Finance on Deepening the Reform of the Management System of Small Reservoirs (Water Construction Pipe [2013] No. 169), the Notice of the General Office of the Ministry of Water Resources on Organizing the Declaration of the Second Batch of Model Counties for Deepening the Reform of the Small Reservoir Management System (Office Management Letter [2020] No. 1105) and the Hunan Provincial Water Conservancy Department's Notice on Carrying Out the Work of Creating Model Counties for Deepening the Reform of the Small Reservoir Management System at the Provincial Level, the county party committee, The county government has organized the creation of a model county for deepening the reform of the management system of small reservoirs, and the completion of the relevant work is hereby announced as follows:

1. Organizational structure

The Office of the County People's Government formulated and issued the "Circular on the Implementation Plan for the Creation of Model Counties for Deepening the Reform of the Small Reservoir Management System in Xinhua County," and set up a leading group for the creation of a model county for the reform of the small reservoir management system with Zhou Jin, deputy county governor of the county people's government, Jiang Bo, deputy director of the county government office, as the deputy head of the group, Yang Shangwen, director of the county water conservancy bureau, as director of the office, and responsible persons of the relevant departments directly under the county and the people's governments of various townships and towns as members, and the office is located in the county water conservancy bureau.

2. Implementation of responsibilities and responsibilities

The ownership (property rights) and safety management responsibilities of the small reservoir projects in our county remain unchanged, and belong to the county people's government, the relevant town people's governments, and the county water conservancy bureau. Professional labor service companies and other enterprises perform management duties.

3. Registration and safety appraisal

In accordance with the requirements of the superiors, our county has registered all 274 small reservoirs in the county, and carried out safety appraisal work for 144 small reservoirs that have reached the safety appraisal period.

4. Inspection and assessment

The county water conservancy bureau is responsible for the supervision and management of the management and maintenance of small reservoir projects, organizes the implementation of safety supervision and inspection in accordance with the "Xinhua County Small Reservoir Management Maintenance and Assessment Measures", and the joint county finance bureau supervises the use of maintenance and maintenance funds, and is responsible for organizing the assessment of management and maintenance work. Each township shall inspect, supervise, guide and coordinate the management of the small reservoir projects under its jurisdiction in accordance with the "Measures for the Management, Maintenance and Assessment of Small Reservoirs in Xinhua County" and the "Technical Guidelines for the Inspection and Maintenance of Small Reservoirs (Sluices) in Xinhua County", check the quality of the work, and promptly report the organization and implementation to the County Water Conservancy Bureau.

5. Management of funds

The source of funds for the management and protection of small reservoirs in our county is mainly subsidized by the central, provincial and municipal superiors for the special maintenance of small reservoirs in our county, and the insufficient part is included in the county financial budget, and the county finance provides appropriate subsidies to the inspectors.

6. Patrolling and nursing personnel

All small reservoirs in our county are equipped with no less than 1 person patrol and management personnel, and the reservoir management personnel are arranged to conduct business training every year, and the main contents of the training are: the daily inspection requirements, contents, abnormal situation handling, and precautions of the reservoir; the relevant laws and regulations, the system overview; the daily inspection and management briefing, the daily report requirements; the online training of the national small reservoir flood prevention responsible person system, etc., after the training is qualified, the certificate of conformity is issued, and the name and telephone of the management personnel are registered and recorded, and publicized through the media.

7. Reservoir dispatching and application plan and emergency plan

All townships and towns in the county have compiled the "Emergency Plan for Flood Prevention and Emergency Rescue" in accordance with the norms, and reported it to the flood prevention headquarters of the county people's government for review and filing.
