On November 1, the Results of the 2021 "10,000 Private Enterprises Evaluating the Business Environment" survey released by the All-China Federation of Industry and Commerce showed that the satisfaction of China's private enterprises with the business environment has increased for three consecutive years.

A good business environment is an important guarantee for stimulating market vitality and stabilizing social expectations. In the first three quarters of this year, with the in-depth advancement of the reform of "decentralization service", China's business environment continued to improve, the momentum of entrepreneurship and innovation was good, and the market players increased rapidly. According to the latest data from the State Administration for Market Regulation, there are currently 145 million registered market entities in China, an increase of nearly 1.6 times compared with 2012. In the next stage, with the effectiveness of the policy "combination fist" played by various regions, the continuous optimization of the business environment will further promote the stable recovery and high-quality development of the local economy.

Private enterprises' satisfaction with the business environment has increased for three consecutive years

The personal experience of enterprises is the best interpretation of the improvement of the business environment. Zhao Dejiang, member of the party group and secretary general of the All-China Federation of Industry and Commerce, introduced that the 2021 "10,000 Private Enterprises Evaluating the Business Environment" survey covers large, medium, small and micro private enterprises in 31 provinces, autonomous regions and municipalities in China, and various industries, and the enterprises directly fill in the questionnaire and recover a total of 69120 original samples.

According to the survey, the total score of China's business environment percentage system evaluation rose from 68.71 points in 2019 and 74.46 points in 2020 to 77.18 points in 2021; in 2021, 76.86% of the sample enterprises believe that the overall business environment of their cities has improved compared with the previous year.

Judging from the results of the company's "five major environments" percentage system for the city where it is located:

The rule of law environment scored the highest, and with regard to the establishment, reform, and abolition of enterprise-related laws and regulations, the 5-point system of enterprise satisfaction scored more than 4 points; and the satisfaction score of enterprises to the organs of the Department of Public Prosecutions and Law also exceeded 4 points.

In terms of the government environment, the three government measures with the strongest sense of acquisition and the highest recognition of enterprises are the convenience of tax payment, the convenience of online work, and the convenience of starting a business.

In terms of factor environment, the overall satisfaction evaluation of public element services by enterprises has improved compared with the previous year, of which the satisfaction with water and logistics is the highest.

In terms of market environment, the three areas in which the sample enterprises reflected that the most obvious reduction in the entry threshold for private investment were education, medical care and pensions.

In terms of innovation environment, the satisfaction of sample enterprises with science and technology innovation resources, innovation atmosphere, innovation policies, etc. has increased significantly.

At the same time, the survey results also show that the implementation of bank loan policies by private enterprises has continued to improve, the normalization of government-business communication and the government's good performance of contracts, the obvious progress in the establishment and abolition of enterprise-related laws and regulations, the recognition of "double reduction", anti-monopoly and the prevention of disorderly expansion of capital by enterprises, and the recognition and publicity of private enterprises by the party committee and government have been generally concerned by enterprises.

Many places have issued policy rules to escort the continuous optimization of the business environment

With the vigorous development of the network economy, digital economy and platform economy, some new and technological acts of unfair competition have been continuously derived, becoming a new challenge for regulatory law enforcement. At present, anti-unfair competition work has become an important part of optimizing the business environment.

Recently, the Guangdong Provincial Market Supervision and Administration Bureau took the lead in organizing and holding the first plenary meeting of the Guangdong Provincial Inter-departmental Joint Conference on Anti-Unfair Competition, and deliberated and adopted the "Rules for the Work of the Inter-departmental Joint Conference on Anti-Unfair Competition in Guangdong Province" and the "Key Points of the Guangdong Provincial Inter-departmental Joint Conference on Anti-Unfair Competition in 2021-2023" to continue to increase law enforcement and create a stronger fair competition market atmosphere.

Interdepartmental cooperation to make a heavy fist, strong supervision - Gansu Province recently issued relevant work methods to give solutions.

A few days ago, the Gansu Provincial Commission for Discipline Inspection and the United Front Work Department of the Gansu Provincial CPC Committee issued the "Work Measures for the Provincial Federation of Industry and Commerce to Transfer Clues on Business Environment Issues to the Discipline Inspection and Supervision Organs (Trial Implementation)" (hereinafter referred to as the "Work Measures"). The "Work Measures" proposes that the Gansu Provincial Commission for Discipline Inspection and Supervision and the United Front Work Department of the Gansu Provincial CPC Committee jointly give full play to the organizational advantages of the Federation of Industry and Commerce, give play to the "embedded" supervision role of the stationed institutions, and take a clear-cut stand to escort Gansu's high-quality social and economic development around the smooth channels, the establishment and improvement of the work mechanism for the transfer of clues to problems, and the rectification of prominent problems that affect and destroy the business environment.

In order to protect and stimulate the vitality of market entities, promote the multiplication of market entities, and improve the efficiency of the allocation of market resource elements, at the end of September, the Yunnan Provincial Government issued the Opinions on Further Optimizing the Business Environment and Promoting the Doubling of Market Entities (hereinafter referred to as the Opinions).

The "Opinions" pointed out that by 2025, the number of market entities per thousand people will reach the national average. On this basis, through efforts to achieve the doubling of market entities, it is expected that by 2025, Yunnan Province will achieve: first, the number of market entities will reach 6.14 million; second, the market will be larger, and the number of "four up" enterprises will reach 25,800; third, the market entities will come alive, the activity of the main body of the market in Yunnan Province will reach 70%, and the new market entities will provide about 8 million jobs; fourth, the market entities will become stronger, and the enterprises in Yunnan Province will make breakthroughs in the list of the world's top 500.
