The General Office of the Hainan Provincial Government recently issued the "Implementation Plan for Promoting the Healthy Development of Old-age Childcare Services" (hereinafter referred to as the "Plan"), proposing to build an old-age childcare service system suitable for the Hainan Free Trade Port to continuously improve the people's sense of gain, happiness and security. The "Plan" proposes 22 measures in five aspects to promote the healthy development of old-age childcare services.

The "Plan" pointed out that it is necessary to improve and optimize the policy system for old-age care, and by the end of 2025, formulate a list of basic old-age services, clarify the specific content, scope and standards of basic old-age services, establish a basic old-age service system that belongs to their own position and share responsibilities, formulate guidelines for the government to purchase basic old-age services, and connect with the implementation of the national unified assessment standards for the capacity and care needs of the elderly. Basically form an infant and child care service system that meets multi-level needs, and the capacity of infant and child care services has been significantly improved. Comprehensively promote the development of urban and rural old-age care, accelerate the construction of a three-level old-age care service network in counties and rural areas, and improve the equalization level of urban and rural old-age care services.

The "Plan" clearly supports the development of inclusive old-age care services, and by the end of 2025, the number of old-age beds per thousand elderly people in the province will reach 32. The coverage rate of public and inclusive infants and young children in the province is not less than 30%, of which the proportion of public infant and young child care service institutions in childcare is not less than 10% in principle. Strengthen the guarantee of land use and the utilization of existing resources, incorporate land for old-age care and childcare service facilities into the national land spatial planning, and ensure the demand for land in the annual construction land supply plan. Promote the implementation of fiscal and taxation support policies, implement preferential tax policies for community family services such as old-age care and childcare, and various administrative fee reduction and exemption policies. Strengthen the cultivation of talents in the field of "one old and one small", and support all kinds of colleges and universities, especially vocational colleges (including technical schools), to open related majors such as old-age care, childcare, and nursing according to demand.

In terms of strengthening the ability to guarantee the supply of old-age care, the "Plan" proposes to enhance the ability of family care. Strengthen the family's old-age care function, study and formulate family old-age bed settings and service standards; and improve the quality of home community services. Develop a centralized management and operation of the community pension and childcare service network, and guide professional institutions to enter the community and the family. By the end of 2022, a home visit system for the elderly with special difficulties will be fully established. Promote the development of infant and young child care services in urban and rural communities; increase the construction of public institutions, strengthen the construction of public and public nutrition institutions for the elderly, and promote the construction of old-age service facilities such as support service facilities for the extremely poor (homes for the elderly) and day care centers for the elderly.

In terms of focusing on improving the level of medical and health care services, the "Plan" points out that it is necessary to promote the integrated development of health care, strengthen the integration and development of the health care industry and rehabilitation and rehabilitation, medical care, leisure tourism, modern agriculture, sojourn pension and other formats, and promote the development of hainan characteristic special disease health care, traditional Chinese medicine health care and tourism health care, forest health care and other healthy old-age care industries; deepen the organic combination of medical care and pension, and encourage the establishment of outpatient departments, clinics, clinics, clinics, nursing stations, and health centers (rooms) in pension institutions with more than 150 beds. And those who meet the conditions will be included in the designated scope of medical insurance.

In terms of optimizing the consumption environment for the development of old-age childcare, the "Plan" requires the formulation of a list of government affairs services for old-age childcare, simplifying the registration and filing procedures of old-age childcare service institutions, and gradually realizing the online "one-netcom office" for application for registration of old-age childcare institutions. Cultivate and develop social organizations for the elderly and childcare, encourage and support public welfare charitable social organizations to develop volunteer service projects, and establish and improve the "one old and one small" volunteer service project library. Vigorously cultivate the team of old-age childcare volunteers, accelerate the establishment of a record system for old-age volunteer service, and explore the gradual formation of a "time bank" pension model with volunteer service as the core, mutual help and mutual assistance, and co-construction and sharing in the whole society.

The "Plan" emphasizes that all city and county governments should incorporate the promotion of the healthy development of old-age childcare services into the economic and social development plan, include it in the government's important agenda, and regularly report to the Standing Committee of the People's Congress at the same level on the effectiveness of service capacity improvement. Cities and counties should study and formulate the overall solution of "one old and one small" in light of the key tasks proposed in the "Plan" and solve the problems encountered in their work in a timely manner.
